Charter of rules for
regulatory bodies for OTTs, digital news sites
to be issued soon
The Ministry of Information and Broadcasting (MIB)
will soon come up with a charter spelling out
norms for the proposed self-regulating bodies (SRBs)
for publishers of online curated content (OTT
platforms) and digital news websites. These
self-regulating bodies have been mandated under
the new IT rules laws that now govern digital
media. As per official sources, the charter is
being prepared with the help of internal and
external experts. The charter will list their
responsibilities as they are supposed to act as
a filter before complaints are heard by the
government. Each digital publisher has been
mandated to be a member of a SRB under the
Information Technology (Intermediary Guidelines
and Digital Media Ethics Code) Rules, 2021,
which mandates a three-tier content regulation
system for streaming platforms. A senior
official of the ministry, while explaining the
rules to a group of stakeholders recently, said
that under new rules, it will be the
responsibility of the SRBs to refer to the I&B
ministry content on such platforms that may
“incite commission of a cognisable offence
relating to public order or circumstances under
section 69(A) of the IT Act”.

Foreign e-commerce cos creating false narrative
against draft rules: CAIT
The Confederation
of All India Traders (CAIT) has alleged that
foreign-funded e-commerce majors are creating a
'false narrative' that the draft norms for the
sector would impact foreign direct investment
into India and the country's image as an
investment friendly nation. In a statement, the
traders' body said that the draft e-commerce
rules under the Consumer Protection Act have
been designed
in a way to set the basic fundamentals and
parameters of e-commerce business in India which
has registered an exponential growth since last
year but suffers with various kinds of
irregularities, anomalies and unhealthy business
practices of some of the major foreign funded e-tailers.
It alleged that the "exploitation" of the
e-commerce business has reached to an extent
that lakhs of shops have been forced to close by
unethical business practices of e-tailers in
India. It is creditable that
the union government has risen to the occasion
and has come out with certain well specified and
justified guidelines under the draft e-commerce
rules, said Praveen Khandelwal, the Secretary
General of CAIT.

PTI sues Centre, calls
digital media code state's 'weapon' to control
media
The largest news agency in the country, the
Press Trust of India (PTI), has challenged the
constitutional validity of Part III of the
Information Technology (Intermediary Guidelines
and Digital Media Ethics Code) Rules, 2021,
which seek to oversee regulation of digital news
media publishers. PTI has argued that the Code
of Ethics is “draconian” and that the Rules
“usher in an era of surveillance and fear”,
which will result in “self-censorship” and
violation of fundamental rights. It has also
stated that Part II of the Rules, which govern
intermediaries, are “antithetical to fundamental
rights”. Arguing that they should be stayed, PTI
has said the Rules are only meant to be “a
weapon for the Executive or the State to enter
and directly control the content of online
digital news portal”. Filed on behalf of PTI’s
Chief Administrative Officer Mohini Ranjan
Mishra, the lawsuit echoes other similar
lawsuits as it calls out “vague conditions” such
as “good taste”, “decency”, prohibition of
“half-truths” mentioned in the Code of Ethics.
Although PTI’s
petition has
been filed by Mishra, it makes it clear that its
editor-in-chief and CEO, Vijay Joshi, is
involved in the matter.

Tata's digital push
The Tata Group set the ball rolling on its
ambitious digital plan at a meeting of 20 people
in Mumbai in the last week of June. The meeting
had one agenda — working on a blueprint for Tata
Digital’s so-called ‘super app’, slated to be
launched in Bengaluru in September. It was
attended by, apart from Tata Sons chairman N
Chandrasekaran and Tata Digital chief executive
Pratik Pal, top executives of digital companies
the group recently acquired.
Collaborations: The core team discussed
potential collaborations and ways of leveraging
existing and new assets. We spoke to several
attendees and others aware of the thinking at
Bombay House, all of whom spoke on the condition
of anonymity. One of the people said Big Basket,
1mg and others made brief presentations on
scaling up under the Tata umbrella, and that
work on cross-leveraging platforms and brands
has begun. “Big Basket’s Menon and 1mg’s Tandon
want to work together and are in discussions on
how to best use each other’s capabilities,” the
person said. Menon has joined Tata 1mg’s board
as the two companies explore collaborations
besides their core offerings of groceries and
medicines.

This underperforming consumer electronic stock
could see 20% upside in next 2-3 months
The consumer electrical sector reported strong
growth in the March quarter supported by robust
demand, channel filling ahead of the peak summer
season, and cost control, which helped offset
commodity price inflation. Havells India
Ltd has been an underperformer so far in 2021
largely on account of COVID-related lockdown
which slowed the demand for the consumer
electronics segment. Shares of Havells India are
up by about 12 percent so far in 2021, compared
to the over 13 percent rally seen in Nifty50,
and 15 percent gain seen in the BSE 100 index in
the same period. However, on a 1-year basis, the
stock rose 75 percent compared to the 47 percent
gain seen in Nifty50. It hit a fresh 52-week
high of Rs 1237.80 on the BSE on 17 February
2021, and since then, has been consolidating.
But, technical charts suggest that the stock
could make an attempt to retest the 52-week
high. The stock is trading well above the 5,10,
20,50, and 200-Days Moving Average. Investors
can look at going long at current levels for an
immediate target of Rs 1,100, and the next
target will be in the range of Rs 1,200-1,230.
This translates into an upside of over 17
percent from the 5 July price of Rs 1,022.

Govt. includes retail,
wholesale trade under MSMEs
He said the retail and wholesale trade sector
was left out of the ambit of MSMEs (micro, small
and medium enterprises). Union Minister Nitin
Gadkari on Friday announced inclusion of retail
and wholesale trade under MSMEs as per which
they will also now get the benefit of priority
sector lending under RBI guidelines. "Now under
the revised guidelines, retail and wholesale
trade will also benefit from priority sector
lending under RBI guidelines," the MSME minister
added. The revised guidelines will benefit 2.5
crore retail and wholesale traders. The move
would also allow them to register on Udyam
portal.

Digital adoption by MSMEs
see twofold rise
Digital adoption by MSMEs has seen a twofold
rise, driven by first-time digital adoption from
small businesses in tier-2 and 3 towns.
Chattisgarh-based fintech startup GimBooks,
which offers cloud-based business management and
accounting platform for SMEs, saw the number of
MSME enrolment on its platform grow by 2x-3x
between March 2020 and June 2021. The
mobile-first business management firm's CEO and
founder Yash Raj Agarwal says, "We have been
steadily adding 20% higher number of MSME units
on a monthly basis. We have seen a 33% price
increase in the services offered; i.e., our
yearly plan or subscription has increased from
Rs 1,800 to Rs 2,400 currently." Even companies
that trade in industrial goods like wholesalers,
manufacturers and distributors have adopted the
digital mode of bookkeeping.

MSME registration now
allowed for wholesalers, retailers: RBI to banks
The Ministry of Micro, Small and Medium
Enterprises through an office memorandum had
said that retail and wholesale trade would be
classified as MSMEs for the limited purpose of
priority sector lending and they would be
allowed to be registered on Udyam Registration
Portal. Citing the National Industrial
Classification Codes of the three segments, the
RBI circular said: "The Enterprises having Udyog
Aadhaar Memorandum (UAM) under above three NIC
Codes are now allowed to migrate to Udyam
Registration Portal or file Udyam Registration
afresh." UAM is a one-page registration form
which constitutes a self-declaration format
under which the MSME will self-certify its
existence, bank account details, promoter's
Aadhaar details and other required information.

Why is the Indian
government at war with Twitter?
The platform’s reach in India is small. But it
is critical for political communication. Not
surprisingly, the government wants to control
it. The past month has seen an unusual,
recurring news item dominate the media cycle:
the Bharatiya Janata Party and the Indian
government taking on the American social media
corporation Twitter. Matters were kicked off in
February when a new set of rules for social
media platforms and digital news outlets, called
the Intermediary
Guidelines and Digital Media Ethics Code were
announced. Amongst other things, they held that
social media platforms such as Twitter and
Facebook needed to censor speech as per an
expanded – and vague – set of definitions, set
up a compliance team that resides in India and
take down content within 36 hours of being
ordered to do so by the government. Expert
opinion on the rules has not been positive.

Centre approves 14
eligible applicants under PLI scheme for IT
hardwar
The Ministry of Electronics and IT on Thursday
approved 14 eligible applicants under the
Production Linked Incentive Scheme (PLI) for IT
hardware. The target segments under the PLI
Scheme for IT Hardware include laptops, tablets,
all-in-one personal computers and servers. PLI
Scheme for IT Hardware notified on 3rd March
2021, extends an incentive of 4 percent to 2
percent/1 percent on net incremental sales (over
the base year of FY 2019-20) of goods under
target segments that are manufactured in India
to eligible companies, for a period of four
years (FY2021-22 to FY 2024-25). The target
segments under the PLI Scheme for IT Hardware
include Laptops, Tablets, All-in-One Personal
Computers (PCs) and Servers, read a release by

Prakash as Resident Grievance Officer for India
Twitter has named Vinay Prakash as its Resident
Grievance Officer for India, according to the
company's website. The US-based company has been
in the eye of a storm over its alleged failure
to comply with the new IT rules in India, which
mandates, among other requirements, the
appointment of three key personnel -- chief
compliance officer, nodal officer and grievance
officer by social media platforms with over 50
lakh users. All the three personnel have to be
residents in India. As per the information

Another P8i from Boeing
lands in Goa! Will boost Indian Navy’s Maritime
Reconnaissance Capabilities
This is the second aircraft which has been
delivered under an option contract for four
additional aircraft that the Ministry of Defence
had awarded to the Company in 2016. On Tuesday,
US based Boeing Company delivered the 10th P8i
long-range maritime reconnaissance aircraft with
anti-submarine warfare capabilities. This is the
second aircraft which has been delivered under
an option contract for four additional aircraft
that the Ministry of Defence had awarded to the
Company in 2016. As has been reported earlier,
when the company was awarded the initial
contract, Indian Navy became its first
international customer for P-8 and today it is
operating the largest non-US fleet. The tenth
P8-I has already landed at INS Hansa, Goa. In
November 2020, the Indian Navy had received the
ninth P8I from the US based aerospace company.
These aircraft are part of the 312A Naval Air
Squadron and are based at Arakkonam, Tamil Nadu.
The P8i is specific to the Indian Navy
requirement.

Helicopters from HAL for IAF and the Army
The Indian Air Force (IAF) and the Indian Army
are both set to get the indigenous Light Combat
Helicopters from the state owned Hindustan
Aeronautics Limited (HAL), pending contract
finalization of 15 Limited Series Production (LSP)
of LCH. Confirming this to Financial Express
Online, source said “HAL has received Letter of
Intent (LoI) for 5 LCH for IAF and 5 for the
Indian Army. The company has produced and
signaled out 3 LSP Light Combat Helicopters for
the IAF. Same is going to be subjected to
customer acceptance and training shortly. In the
current year we are producing 4 LCH for the Army
and 2 for IAF. Remaining 6 LCH will be produced
next year. The training for the first batch of
IAF personnel has commenced at Helicopter
Division (Bengaluru).” As has been reported by
Financial Express Online earlier, IAF and the
Indian Army together have a requirement of
around 160 LCHs – in this 65 will be for IAF and
the balance for the Army. In 2020, the Defence
Acquisition Council (DAC) had put its stamp of
approval over the proposal for an initial batch
of 15 LCHs. In anticipation of orders from the
two services, the HAL had already initiated the
production of Limited Series Production (LSP)
helicopters.

Future wars: Artificial Intelligence, drones and
cyber weapons
Watching the videos of swarms of drones as
autonomous aerial weapons reportedly used by

DRDO gives anti-drone tech
demo to armed forces after attack on Jammu Air
Force base
The
Defence Research and Development Organisation (DRDO),
following the drone terror attack on an Air
Force base in Jammu last month, carried out an
urgent demonstration of its anti-drone system at
Kolar within a week of the attack for all three
services to secure their key locations, assets
and installations. ET has reliably gathered that
the DRDO system with all its accompaniments that
would involve detection, jamming and
countermeasures to engage, is estimated to cost
Rs 22 crore a piece if the purchase order is for
100 systems or more. To scale up production in
the light of the Jammu attack, sources said, the
DRDO has decided to rope in the Tatas, L&T and
the Adani group as ToT (transfer of technology)
partners for making this indigenously developed
anti-drone system in the private sector. Until
now, the DRDO had only designated the defence
public sector entity Bharat Electronics Ltd NSE
1.57 % to manufacture the system.

over 7500 square feet shadow-free area. The
latest project follows Oorjan’s solar project
installation across towers in Dheeraj Dream,
which is likely to be the largest housing
society solar project in Mumbai with 1600+ solar
panels. “We are pleased to install solar rooftop
panels in Mahavir Universe Phoenix Society,
which is one of the most prominent societies in
Bhandup, Mumbai. This project is expected to
save INR 20 lakh every year for the society, and
the green impact is equivalent to planting 4,500
teak wood trees.

Transparent solar panels
for agrivoltaics
Romande Energie and Swiss research institute
Agroscope are testing startup Insolight’s
transparent PV panels in an agrivoltaic project.
The modules are replacing the plastic covers
used to grow strawberries and raspberries. Swiss
research institute Agroscope and energy company Romande
Energie are building an agrivoltaic project
with the support of the Swiss Federal Office of
Energy (SFOE) at a site owned by Agroscope in
Conthey, in the canton of Valais, Switzerland.
They are building the project with special
transparent concentrator PV panels provided by
Swiss startup Insolight.
The Theia (Translucency and High Efficiency In
Agrivoltaics) modules have an efficiency rating
of 30% and purportedly let through up to 78% of
sunlight. “Combining two usage modes based on
Insolight’s optical micro-tracking technology,
these modules focus light on high-efficiency
solar cells,” Insolight said in a press release.
“When aligned, the optical system can generate
energy (E-MODE), but it is also possible to
unalign it to ‘leak’ the light (MLT-MODE). The
solar modules therefore act like a ‘smart’ shade
adjusting the amount of light they let through.”

coming out of this strategy, and is expected to
serve as a guideline to tackle every aspect
including cyber audit, building new indigenous

governance. Later this year, for a safe, secure,
resilient, vibrant,
and trusted cyber space, the government is soon
going to release a new cyber security strategy.
Announcing this, Lt Gen (Dr) Rajesh Pant,
National Cyber security Coordinator, Prime
Minister’s Office, Government of India, said
“the strategy would holistically cover the
entire ecosystem of cyberspace in India.”
According to him there will be about 80

Ordinance issued to
prevent strike in Ordnance Factories
The Centre has issued an ordinance which makes
it illegal for employees of the Ordnance Factory
Board to go on strike. The Essential Defence
Services Ordinance (Edso) comes weeks after the
Centre announced a radical overhaul of the OFB
and is in anticipation of widespread employee
protests against OFB’s corporatisation.
Parliament is expected to pass a bill to replace
the ordinance in the monsoon session. Edso
forbids strikes at any unit involved in the
production of defence equipment, maintenance
tasks and repairs for the armed forces. It
carries a penalty of up to two years
imprisonment for those inciting strikes and one
year jail for those participating in such
strikes, besides disciplinary action including
dismissal from service. The definition of strike
has been broadened to include slowdown of work,
refusal to work overtime and mass casual leave.

electronics brand Blaupunkt is re-entering the
Indian market through an exclusive licensing
agreement with homegrown contract
manufacturer Super Plastronics. As per the
licensing contract, Blaupunkt’s manufacturing,

supply chain will be handled by Super
Plastronics. The products will be available to
consumers from July 10 on Flipkart. Super
Plastronics will invest more than Rs 200 crore

profit for the April-June quarter thanks to
strong chip prices and demand spurred by a
pandemic-led consumer appetite for electronics.
Samsung Electronics Co Ltd likely saw a 38%
surge in profit for the April-June quarter
thanks to strong chip prices and demand spurred
by a pandemic-led consumer appetite for
electronics as well as recovering investment in
data centres. Operating profit for the world's
biggest memory chip and smartphone maker likely
jumped to 11.3 trillion won ($10 billion),
according to a Refinitiv SmartEstimate drawn
from 20 analysts and weighted toward those who
are more consistently accurate.

ELCINA launches ELCINA Micro &
Small Industries Forum (EMSIF) to support Micro &
Small Industries
The Executive Committee of ELCINA has decided to
establish a Micro & Small Industries Forum (MSIF)
with the objective to focus on strengthening and
growing our Micro and Small industries to the
next level.
The Electronic Systems Design & Manufacturing (ESDM)
Sector is growing very rapidly and policy
support is being provided by Government to
attract large investments. At the same time
numerous Micro, Small and even Medium scale
electronics units have shut down due to
viability issues as a consequence of reduced and
zero tariffs under ITA-1 and trade barriers
which have rendered them unprofitable. MSIF is
being established to enable small units to avail
these benefits and become competitive.
The current government policies for supporting
this vulnerable segment have been found
inadequate and there benefits do not percolate
down to the Small units. Since implementation of
ITA-1 in April 2005, a very large number of
MSME’s have fallen by the wayside as they just
could not cope with the cut throat competition
they faced from imports, especially from China
and some South East Asian countries.

ELCINA EMS Task
Force Report:
(recently Launched by Mr. Ajay Sawhney, Secretary,
Min. of Electronics & IT)
ELCINA
constituted a Task Force to study the EMS Sector and
come up with a Research Report providing details of
the status and prospects of this ESDM segment. The
task force had representation from MeitY & Invest
India. The EMS Task Force commenced deliberations in
July 2020 and concluded the same in November, coming
up with valuable details such as the sector’s
current size, growth potential, exports and policies
which impact its progress.
The Task Force findings are compiled in the form of
a report. As per report, globally EMS sector was
valued at US$ 832 Bn in 2019 and estimated to grow
to US$ 1055 Bn by 2025. ELCINA predicts that the
Indian EMS industry will gallop from US$ 23.5 Bn in
2019-20 to US$ 152 Bn by 2025. This effectively
means that it has the potential to grow from <3% of
the global industry to about 14% within 5 years.
