Continued Validity of BIS Standards for Aluminium and Steel
Components
Revised Indian
Standards covering aluminium products, structural steel,
steel chain slings, lifting hooks, and steel wire for hose
reinforcement have been brought into effect from 29 December
2025. The corresponding earlier versions of these standards
will continue to remain valid concurrently until 29 June
2026, allowing a transition period before withdrawal.

Interest Subvention Scheme Launched for MSME Export Credit
Interest Subvention for pre- and
post-shipment rupee export credit has been launched under
the Export Promotion Mission – Niryat Protsahan to reduce
financing costs and improve working capital access for MSME
exporters. Implemented on a pilot basis through the Reserve
Bank of India, the scheme provides interest relief of 2.75
per cent per annum on eligible export credit, subject to a
maximum benefit of Rs 50 lakh per exporter per financial
year.

Anti-Dumping Duty on n-Butanol Imports Extended till July
2026
The Finance Ministry extended the
anti-dumping duty on imports of normal butanol (n-butyl
alcohol) from the European Union, Malaysia, Singapore, South
Africa, and the US until 12 July 2026, pending review to
determine whether the levy should continue. The applicable
anti-dumping duty will continue to remain in force up to and
including 12 July 2026, unless it is revoked, superseded, or
amended earlier.

Rescission of Flux Cored Solder Wire Quality Control Order
The Flux Cored Solder Wire (Quality Control)
Order, 2023 has been rescinded in public interest, with
immediate effect. The rescission does not affect actions
already taken or obligations incurred prior to the
withdrawal, which will continue to remain valid. As a
result, the quality control requirements mandated under the
2023 order will no longer apply going forward unless
reintroduced through a new regulatory framework.

Ingots and Ferrochromium
Specified BIS standards for zinc-aluminium
alloy ingots, ferrochromium and related products will
continue to remain in force concurrently until their
respective withdrawal dates, in accordance with Rule 15(1)
of the Bureau of Indian Standards Rules, 2018. This ensures
continuity and regulatory certainty by allowing existing
standards to remain applicable without interruption until
formally withdrawn.

Amendment to Electrical Accessories Quality Control
Requirements
The quality control requirements under the
Electrical Accessories (Quality Control) Order, 2023 have
been revised by removing the Indian Standard IS 7809 (Part
3/Sec 1): 1986, which relates to pressure-sensitive adhesive
insulating PVC tapes, from the list of mandatory standards.
As a result, this specific standard will no longer be
applicable under the Order, while all other listed standards
and requirements remain unchanged.

Revised Eligibility Criteria for Battery Electric Vehicles
under PLI-Auto
The incentive eligibility conditions for
Battery Electric Vehicles under the PLI Scheme for the
Automobile and Auto Components Industry have been revised by
introducing updated, category-specific performance
benchmarks. The earlier reliance on FAME-II criteria has
been replaced with defined standards for electric
two-wheelers, three-wheelers, four-wheelers (including
e-buses), trucks and quadricycles, aligned with relevant PM
E-DRIVE and FAME-II notifications where applicable.

Rescission of Machinery and Electrical Equipment Safety
Order
The Machinery and Electrical Equipment Safety
(Omnibus Technical Regulation) Order, 2024 has been
withdrawn in public interest with immediate effect. The
rescission removes the regulatory framework introduced under
the 2024 order, while preserving the validity of actions
already taken prior to its withdrawal.

Electronic Postal Exports Brought Under Customs Export
Procedures
The amendment broadens the customs framework
to explicitly cover exports by post processed electronically
under Section 84 of the Customs Act, placing them on par
with shipping bills and bills of export. It updates
clearance, loading, and documentation provisions to
recognise electronic entries filed through the customs
automated system and foreign post offices that support such
processing. Related references across eligibility
conditions, explanations, and tables have been aligned
accordingly, enabling smoother and more consistent handling
of electronically processed postal exports.

Revisions have been made to Rules 8, 12, 13
and 14 of the Customs and Central Excise Duties Drawback

EMS Task Force Report
Key Findings

Currently EMS Industry (Contract Manufacturing
Services) are valued 832 Bn $ and are projected
to grow 1055 Bn by 2025.

Domestic electronics manufacturing is estimated
at USD 75 Bn of which 39 Bn constitutes EMS
value. This is divided into 23.5 Bn domestic
Mfg. and USD 15.5 Bn PCBS/Sub-Assembly imports.

Further USD 53.5 Bn is finished Electronic Goods
imports of which USD 17 Bn is EMS value. Thus
total EMS opportunity loss is US$ 32.5 Bn (15.5
+17).

The report estimates that EMS production can
grow realistically from USD 23.5 Bn today to USD
152 Bn by 2025 at CAGR of 45%. This will meet
75% of the countries EMS requirement of US$ 203
Bn by 2025 against a total estimated market of
400 Bn.
