meet in Bengaluru. Our ambitions are clear — a

IIT-M launches electronic systems programme to
empower manufacturing sector
IIT-Madras on Thursday announced the launching
of a Bachelor of Science (BS) in Electronic
Systems programme to meet the fast-emerging
demands of the indigenous electronics industry.
The course is designed keeping in mind the
industry-specific requirements and skill sets.
The curriculum is designed in consultation with
industry experts. The application closes on June
25, 2023, officials said. The course will be
offered in online mode and is open to all
students. Those who have completed Class 12 with
Physics and Maths can apply irrespective of age,
role or geographical location.

New EU end-of-life
vehicles policy creates a circular economy for
EV materials
The European Commission has announced new
regulations to create a circular economy for
materials in end-of-life vehicles. The proposed
measures will transform end-of-life vehicles’
design, production, and treatment to optimise
the recovery and recycling of critical raw
materials essential in zero-emission vehicle
manufacturing. The new policy will replace the
current Directive 2000/53/EC on end-of-life
vehicles and Directive 2005/64/EC on the
type-approval of motor vehicles with regard to
their reusability, recyclability and
recoverability.

TN notifies rules for
power/solar fences around farms
The forest department has notified new rules for
electric fences around farmlands in the vicinity
of reserve forests in Tamil nadu where according
to an RTI reply 89 elephants have been
electrocuted in the last 10 years. As per the
rules which come into effect immediately, those
wanting to erect electric fences or those run on
solar energy for the first time are mandated to
seek prior permission, while those who have
already erected fences within 5km of a notified
reserve forest need to mandatorily register with
the district forest officer concerned.

Foxconn in talks to set up
4-5 semiconductor fab units in India: Report
Taiwanese major Foxconn has told the government
that it wants to establish at least four to five
semiconductor fabrication lines in India, a
media report said citing people aware of the
development. The move comes after the firm
announced its decision to withdraw from a $19.5
billion semiconductor joint venture with Indian
metals-to-oil conglomerate Vedanta. The world's

China Says Special
Licenses Will be Required to Export Germanium

Wipro reports 12 per cent

Wipro on Thursday posted a 12 per cent
year-on-year rise in consolidated net profit at
Rs 2,870 crore for the June quarter but the IT
company missed analysts’ estimates as reduced
discretionary spending by clients impacted its
financial performance. The software exporter’s
guidance for IT services revenue for the
September quarter is in the range of “-2 per
cent to +1 per cent”. Wipro on Thursday posted a

Protection Bill to go on Lok Sabha floor this
monsoon session
The government has listed the Digital Personal
Data Protection (DPDP) Bill for passage and
consideration in the Lok Sabha, according to an
official notification. This will be the
government’s second attempt at getting a privacy
bill passed in the Parliament. An earlier
version of the privacy bill, called the Personal
Data Protection Bill, was withdrawn last year in
August by the union minister of electronics and
information technology Ashwini Vaishnaw.
Following the withdrawal of the older version,
the ministry of electronics and information
technology had in November released an updated
draft of the privacy bill, which was
rechristened to Digital Personal Data Protection
(DPDP) Bill.

IT employee costs touch a
multi-year high
High employee expenses have prompted information
technology (IT) companies to defer onboarding
and promotions to initiate strict cost control
measures. A weak deal pipeline and poor
visibility for the next couple of quarters has
compelled Tata Consultancy Services (TCS), HCL
Technologies and Wipro to set minimal hiring
targets. A Mint analysis found that in the first
quarter of the financial year, wage costs as a
share of revenue increased for all three
companies to a record high in the last at least
five years.

IT rules against fake news
sort of diktat, no chance to justify content: HC
The Bombay high court on Thursday said the
recently-amended Information Technology rules
that empower the Centre to act against fake,
false and misleading information on social media
was "sort of a diktat" as it does not give an
opportunity to justify or defend the content. A
division bench of Justices Gautam Patel and
Neela Gokhale sought to know what constitutes a
government business under the amended rules as
it referred to the recent political developments
in Maharashtra where "one party is moving to the
other". The bench also questioned as to why
under the amended rules, the government has
taken the 'loco parentis' (regulation or
supervision by an administrative authority) only
for content pertaining to government business
and not for every information or content posted
on social media.

DoT Said to Approach TRAI
for Auction of New Spectrum Bands, Radio Waves
The Department of Telecom (DoT) is likely to
approach sector regulator Telecom Regulatory
Authority of India (TRAI) this week for the
auction of a set of spectrum bands as well as
radio waves held by permits that are due to
expire in 2024, an official source said. The
source said that DoT is expected to hold the
auction in the March quarter of the current
fiscal. "DoT will send reference to TRAI in a
couple of days for auction of 37GHz band and
radio waves of telecom licenses that are due for
renewal in 2024," the source told PTI on
condition of anonymity. The reference is likely
to include the auction of spectrum in 600
megahertz band as well as the frequency that
remained unsold in the auction held in 2022.

US EV market struggles
with price cuts and rising inventories
The U.S. electric vehicle market is growing, but
not fast enough during the latest quarter to
prevent unsold EVs from stacking up at some
automakers' dealerships or to allow Tesla to
avoid new price cuts, according to analysts and
industry data. Rising inventories and
price-cutting could represent only a short-term
pause in EV market growth. But they could be
signals that boosting U.S. EV sales above the
current 7% market share level will be more
costly and difficult than expected, even with
federal and state subsidies. Automakers North
America have billions of dollars in EV-related
investments riding on how the next several
quarters play out. If production of EVs
continues to outpace demand, automakers will
have to choose between slashing prices and

FAME III in the works, may
cover alternative fuel vehicles this time
The government has begun working on the third
phase of the Faster Adoption and Manufacturing
of Hybrid and Electric Vehicles (FAME III)
financial support scheme, which is likely to
cover hydrogen-powered vehicles, additional
support for electric three-wheelers and a
curtailed version for two-wheelers, said
officials. The first two phases of the FAME
scheme supported proliferation of electric
vehicles in the country. Electric two-wheelers
benefited the most from the scheme, which
initially offered a 40% subsidy on the sale
price of the vehicles. The support was trimmed
to 15% towards the last year of the FAME II
scheme in a bid to spread the remaining funds to
a larger number of beneficiaries.

On track to achieve over
25 pc of total sales from EVs this fiscal: MG
Motor India
MG Motor India is on track to achieve over 25
per cent of total sales from electric vehicles
this fiscal year as it continues to enhance its
product portfolio, according to company Deputy
Managing Director Gaurav Gupta. The company has
already crossed the 10,000 unit cumulative sales
milestone of EVs in the country. On Wednesday,
the automaker introduced a top end variant of
its electric SUV ZS EV equipped with level two
autonomous driving technology priced at Rs 27.89
lakh for a limited period. In the January-June
period of 2023, MG Motor India clocked a 20.62
per cent growth in total sales at 29,040 units
as against 24,074 units in the year-ago period.
The company had sold a total of 48,063 units in
2022.

Submarines
The Defence Acquisition Council has approved
proposals for buying 26 Rafale-Marine versions
and three additional Scorpene-class submarines
for the Indian Navy, Defence officials said as
quoted by news agency ANI. The DAC granted
Acceptance of Necessity (AoN) for procurement of
26 Rafale Marine aircraft along with associated
ancillary equipment, weapons, simulator, spares,
documentation, crew training and logistic
support for the Indian Navy from the French
Government based on Inter-Governmental Agreement
(IGA). The price and other terms of purchase
will be negotiated with the French Government
after taking into account all relevant aspects,
including comparative procurement price of
similar aircraft by other countries. Further,
integration of Indian designed equipment and
establishment of Maintenance, Repair &
Operations (MRO) Hub for various systems will be
incorporated into the contract documents after
due negotiations.

France ready to offer
naval scalp missile with three scorpene subs
Apart from offer to build three more Scorpene
class submarines for the Indian Navy at Mazagon
Dockyards in Mumbai, France has also agreed to
arm the air independent propulsion (AIP)
equipped submarine with a naval cruise missile,
which has double the range of SCALP air to
ground missile carried by Indian Air Force (IAF)
Rafale fighters. Upgraded from the SCALP
missile, the naval version has a range of over
1000 kilometers when launched from a submarine
and goes up to 1.400 kilometers when launched
from a warship. The turbojet powered cruise
missile is sub-sonic and remains sub-surface
before taking to the skies while approaching the
target and then annihilating the potential enemy
threat on ground. The missile is being used by
the French Navy on board its frigates since 2017
and onboard its Barracuda class submarines from
2022.

LG Electronics targets $77
billion sales by 2030, holds high hopes for
vehicle components
LG Electronics said on Wednesday it is targeting
100 trillion won ($77 billion) in sales by 2030
and plans some 50 trillion won of investment as
the South Korean company announced its future

Global Foldable Smartphone
Market Continues to Expand, Underpinned by China
According to the Counterpoint Research Foldable
Tracker and Foldable Insight Report, the global
foldable smartphone market increased 64% YoY in
Q1 2023, based on sell-in volume, to reach 2.5
million units. This is quite significant because
the foldable market rose amid a 14.2%
year-on-year decline in the overall global
smartphone market during the same period.
Foldable smartphone markets in almost all major
regions, including China, North America and
Western Europe, displayed strong growth in Q1

Goa govt signs MoU with

payments in government departments, said Chief
Minister Pramod Sawant on Twitter. “Goa
Government fulfils two more budgetary promises

signed was with the Credit Guarantee Fund Trust
for Micro and Small Enterprises for
administering the Goa Credit Guarantee Scheme or

Tata Technologies to set
up three Common Engineering Facilities Centers
in Karnataka for MSMEs: Karnataka Industries
Minister
Tata Technologies, a subsidiary of the Tata
Group, has proposed opening three Common
Engineering Facilities Centers (CEFCs) in
Karnataka to support MSMEs in the state.
According to a report by the Press Trust of
India, the three facilities will require an
investment of approximately Rs 2,000 crore, as
stated by Karnataka’s Large and Medium
Industries Minister M.B. Patil. The
representatives of Tata Technologies met with
the Minister at the Vidhana Soudha, the
legislative assembly of Karnataka, and submitted
their proposal, according to the Ministry’s
release. Under the proposed plan, the

4,225 MSME units set up in
Anantapur; provides employment opportunities to
more than 13,000
In a giant leap in the Micro, Small and Medium
Enterprises (MSME) sector, the highest of 4,225
MSME units in the State with a record investment
of Rs 332.64 crore have been opened in the
Anantapur district, providing employment
opportunities to around 13,208 people in the
2022-23 financial year. The single desk policy
introduced by the State government to streamline
the process of granting permissions for the
manufacturing units is not only driving the
industrialists from the State but also from
neighbouring States like Karnataka, which are
evincing their interest to set up manufacturing
units in the Anantapur and Sri Satya Sai
districts.

Currently EMS Industry (Contract Manufacturing
Services) are valued 832 Bn $ and are projected
to grow 1055 Bn by 2025.

Domestic electronics manufacturing is estimated
at USD 75 Bn of which 39 Bn constitutes EMS
value. This is divided into 23.5 Bn domestic
Mfg. and USD 15.5 Bn PCBS/Sub-Assembly imports.

Further USD 53.5 Bn is finished Electronic Goods
imports of which USD 17 Bn is EMS value. Thus
total EMS opportunity loss is US$ 32.5 Bn (15.5
+17).

The report estimates that EMS production can
grow realistically from USD 23.5 Bn today to USD
152 Bn by 2025 at CAGR of 45%. This will meet
75% of the countries EMS requirement of US$ 203
Bn by 2025 against a total estimated market of
400 Bn.
