Fab news: German, US companies eye India OSAT opportunity

German semiconductor major Infineon as well as US chip supplier Onsemi are scouting for Indian partners to set up semiconductor assembly and test facilities in India, several people aware of the matter said. The two will join a growing roster of global firms making similar moves in the fast-growing market for OSAT facilities. So far, the India Semiconductor Mission (ISM) has approved three OSAT (Outsourced Semiconductor Assembly and Test) units including the Tata Group's Rs 27,120 crore facility in Assam, CG Power and Industrial Solutions’ Rs 7,584 crore unit as well as Kaynes Technology India's Rs 3,307 crore project in Gujarat’s Sanand. Last week, the German company’s Asia-Pacific arm inked a deal with Mohali-based CDIL Semiconductors to supply bare semiconductor wafers to the Indian firm, which will process and use it to assemble and package power chipsets. In response to ET's queries, Infineon—which employs 2,500 people across four locations in the country, mainly in R&D—said India is an important market and innovation hub for the company.

Tata’s EV Timeline Delayed By JLR’s Production Halt

Jaguar Land Rover (JLR) has paused plans to produce electric vehicles (EVs) at Tata Motor’s forthcoming $1 billion plant in southern India, according to a report by the Economic Times. The British luxury carmaker has struggled to find a balance between the cost and quality of locally sourced EV parts and has also been impacted by declining demand for electric cars. As per the report, one supplier confirmed that all work on JLR’s electric vehicles has been suspended for the past two months. The shift in plans comes as global automakers reassess their electric vehicle strategies due to rising competition from Chinese manufacturers, a growing preference for hybrid models, and regulatory changes that extend deadlines for meeting emission targets and EV sales goals. JLR’s decision will likely delay Tata Passenger Electric Mobility’s launch of the Avinya EV, the first of its premium models, which was expected to share platforms and components with JLR’s electric vehicles.

Tamil Nadu to get Rs 1,112 crore electronics manufacturing clusters. Key details

The Union government has announced the establishment of two electronics manufacturing clusters in Tamil Nadu, with a combined investment of Rs 1,112 crore. These clusters are set to be developed in Pillaipakkam, Kancheepuram district, and Manalur, Thiruvallur district, aiming to position Tamil Nadu as a pivotal hub in both domestic and international electronics markets. The selection of Pillaipakkam and Manalur for these clusters is strategic, given their proximity to Chennai, a city renowned for its robust industrial infrastructure and skilled workforce. This geographical advantage is expected to attract major investments and foster the growth of ancillary industries, thereby creating numerous employment opportunities in the region. The electronics industry has emerged as India's second-largest export sector, surpassing several traditional industries over the past decade. Tamil Nadu, with its favorable industrial policies and infrastructure, has been instrumental in this growth trajectory.

2. DGFT Public Notice No. 50/2024-25 – DGFT, dated 10th March 2025: DGFT Amends Handbook of Procedures to Streamline Export of Repaired SCOMET Items

The Directorate General of Foreign Trade (DGFT) has amended Paragraph 10.12(D) of the Handbook of Procedures (HBP) 2023 to introduce a General Authorization for Export after Repair (GAER) for SCOMET items. This amendment simplifies the process of exporting imported SCOMET items after repair in India by allowing multiple re-exports under a one-time authorization, subject to quarterly post-reporting instead of seeking fresh approvals for each shipment.

Key Highlights of GAER

  • Applicable Entities: Exports allowed to related entities (foreign parent, subsidiary) or authorized repair supply chain vendors/OEMs.

  • Authorization Validity: One-time approval valid for one year, subject to quarterly reporting.

  • No Value Addition: Items must retain their original characteristics and specifications post-repair.

  • Simplified Documentation: Requires a one-time Bill of Entry submission and contractual proof of repair obligations.

  • Compliance Requirements: Mandatory Internal Compliance Programme (ICP) certification for intra-company transfers and Authorized Economic Operator (AEO) certification for vendor/OEM re-exports.

  • Restrictions: No authorization for exports to sanctioned destinations, military applications, or proliferation-sensitive uses.

This revision aims to enhance ease of doing business and facilitate India’s role as a global repair hub for high-tech and strategic goods.

For more details, members are advised to refer to the official DGFT website DGFT Public Notice No. 50/2024-25 – DGFT, dated 10th March 2025.

  • Enhanced Documentation Requirements: Mandatory submission of corporate documents, end-use certificates, and compliance statements.

  • Regulatory Oversight: Introduction of in-principle approvals for re-exports, along with post-transfer reporting obligations and annual inventory disclosures by stockist entities.

  • Compliance Measures: Exporters must ensure adherence to end-use restrictions and report all transfers to DGFT.

Industry stakeholders, including exporters and trade associations, are encouraged to submit feedback within 10 days of the notice issuance to help shape the final policy framework.

For more details, members are advised to refer to the official DGFT website DGFT Trade Notice No. 33/2024-25 Dated 12th March 2025.

India PC shipments up 3.8% at 14.4 mn in 2024, HP leads with 30% share: IDC

Shipments of personal computers grew 3.8 per cent on a year-on-year basis to 14.4 million driven by demand for gaming and AI-powered PCs, market research firm IDC said on Monday. IDC India, South Asia and ANZ, associate vice president for devices research, Navkendar Singh said the weakening rupee can lead to an increase in device costs, which can impact the price-sensitive SMB (small and medium businesses) and consumer segments but despite all challenges, the India PC market is most likely to witness a low single-digit growth in 2025. The growth in the Indian consumer PC market has been on an upward trajectory, driven by gaming and AI-powered PCs. HP led the market with 30.1 per cent market share in 2024 and 30 per cent share in the December quarter despite a decline of about 1 per cent in annual and 1.8 per cent in quarterly supplies, as per IDC estimates. Foxconn reports 13% drop in Q4 profit amid weak consumer electronics sales

Foxconn, also known as Hon Hai Precision Industry, reported a 13% decrease in profit for the fourth quarter, attributed to a weak performance in its consumer electronics division. This drop was despite the strength in its AI server segment business. Foxconn, the world’s largest contract electronics maker, is Apple (NASDAQ:AAPL)’s top iPhone assembler and Nvidia’s AI server maker. For the period of October-December, the net profit came in at T$46.33 billion ($1.41 billion), falling short of analysts’ average forecast of T$54.4 billion. This estimate was based on a consensus from 15 analysts provided by LSEG. Despite the drop in profit, Foxconn announced a 15.2% increase in its fourth-quarter revenue in January, reaching a record for that quarter due to strong sales of AI servers. Looking ahead, Foxconn expects its performance for the first quarter to exceed the average level of the past five years. The company also anticipates strong year-over-year growth but does not provide numerical guidance.

India's electronics manufacturing sector grapples with uncertainty over Trump's tariff threat

Global markets in the red. Fears of a US recession. A raging tariff war. Supply chains in disarray. Companies grappling with uncertainty. Governments on tenterhooks. It hasn't even been two months since Donald Trump was sworn in as US President and it has been more dramatic than an episode of his reality show The Apprentice. On March 5, Trump underlined this with his plan for reciprocal tariffs on countries such as India and China. In the past, Trump has gone so far as to call India a “tariff king.” Last month, during a joint press conference with Prime Minister Narendra Modi in the White House, Trump had said that India has “been very strong on tariffs.” As an example, he said that a 70% tariff on US cars going into India “makes it pretty much impossible to sell those cars.” Though Trump specifically mentioned the auto sector and didn't refer to electronic goods in his address to Congress, Indian electronics are a key item imported by US tech firms. Apple and others have been rapidly expanding their manufacturing presence in India but tariffs threaten to drive up their overall costs and squeeze the advantage of making in India.

Government not privatising telecom firms BSNL and MTNL, says minister

The government is not privatising state-run telecom firms Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL), Minister of State for Rural Development and Communications Pemmasani Chandra Sekhar said on Wednesday. Replying to a question in Parliament, Sekhar said that last month, the government had approved an additional capital expenditure plan of Rs 6,982 crore (Rs 69.82 billion) for BSNL. In February, the Union Cabinet reportedly approved Rs 6,000 crore (Rs 60 billion) towards 4G network expansion of MTNL and BSNL, according to a CNBC Awaaz report. In January, a Reuters report indicated that the government decided to abandon its ambitious privatisation plans for several state-owned enterprises, including MTNL. This shift in policy comes despite the initial 2021 announcement to privatise most state-run companies, including sectors sensitive to national interest.

Satcom policy needed: Govt must streamline processes for satellite telecom

India’s two top telecom companies, Reliance Jio and Bharti Airtel, have, in a surprise development, announced tieups with American space technology company SpaceX, in which cofounder Elon Musk holds a majority stake. The partnerships would enable Starlink, a fully owned subsidiary of SpaceX, to bring its satellite broadband service to India. Starlink, which already operates in 120 markets worldwide, is expected to come with international expertise in providing high-speed and low-latency internet connectivity. OneWeb, majority owned by the Bharti group, and Reliance Jio are geared up to launch their respective satellite broadband services in India. While the industry is in a state of readiness, satellite telecom service cannot take off in India unless a policy is framed. Since satellite telecom offers promise to significantly transform the landscape of internet connectivity by reaching the remote and rural areas, which have remained broadband-deprived thus far, the government and the regulator — the Telecom Regulatory Authority of India (Trai) — must quickly finalise the rules and guidelines for the service.

Govt sets tough conditions for Elon Musk's Starlink to enter India

The Indian government has directed Elon Musk’s satellite communications venture, Starlink, to establish a control centre in India. This move aims to enable authorities to suspend or shut down communication services in sensitive or troubled areas when necessary to maintain law and order, according to top sources cited by TOI. As per the TOI report, the government has also outlined security requirements, including allowing law-enforcement agencies to intercept calls through official channels when required. These directives come as Starlink’s application for a satellite communications licence reaches the final stage. The company has been working on agreements with Reliance Jio and Airtel for marketing, deployment, and network enhancement. A control centre in India is considered necessary to handle law-and-order situations that may require immediate suspension of satellite communication services.

3rd private car must be EV: Delhi govt proposal

The third private car purchased in every Delhi household must be an electric vehicle, no fossil fuel-run three-wheelers will be registered from August this year and no non-electric two-wheeler will be allowed to register from August 2026, the state government is likely to stipulate as part of its ambitious Electric Vehicles Policy 2.0, according to officials aware of the matter. Delhi transport minister Pankaj Kumar Singh has approved the policy in principle and it will now be presented to the cabinet, one of the officials said. The new policy has some bold targets aimed at ensuring EV transition in every vehicle segment. In some categories, we hope that we will be able to achieve 100% new vehicles registered for EVs in Delhi. We have also developed strategies around how this will be done,” a senior transport official, not wishing to be named. Registration of petrol, diesel or CNG-run two-wheelers will not be allowed from August 2026, said the policy, a copy of which was accessed by HT.

Uber in early talks to acquire EV taxi startup BluSmart: Report

The US-origin ride-hailing giant Uber Technologies may be in early stages of discussion to acquire the Gurugram-based electric cab service operator BluSmart Mobility. This comes at a time when Gensol Engineering, a solar engineering procurement and construction company which is promoted by BluSmart's cofounder Anmol Singh Jaggi, is facing liquidity issues, according to an Economic Times report. HT.com cannot independently verify the authenticity of the information contained in the report. BluSmart's Jaggi had also denied holding such acquisition talks with Uber. Uber is a direct competitor, with its service called ‘Uber Green’ which the company is looking to expand. BluSmart's over 5,000 strong electric vehicle fleet in Delhi-NCR, Mumbai and Bengaluru can help Uber achieve just that. These same vehicles which are mainly from Tata Motors and MG Motor, are owned by Gensol Engineering and leased to BluSmart, according to the report which added that BluSmart also has a programme to lease cars from individuals.

MSME loans in Kerala poised to cross Rs 1 trillion

The state government’s aggressive drive to promote entrepreneurship through micro, small, and medium enterprises (MSME) is yielding desired results, with bank lending to the sector set to cross Rs 1 trillion (Rs 1 lakh crore) this fiscal. Total loans outstanding to the MSME sector in Kerala stood at Rs 92,175.63 crore as on December 31, 2024, a robust growth of 38% from Rs 66,876 crore in December 31, 2022, as per the data released last week. The growth is significant as it indicates that credit is more accessible to the sector now. Lending to the MSME sector had shown an anaemic growth of just 1.22%, from Rs 60,880 crore to Rs 61,623 crore, in a year until December 2020 and 2021, respectively. “We expect the advances to MSMEs to cross Rs 1 lakh crore by the end of this financial year. Earlier, it was very difficult to get bank loans. We have now seen a big difference in the banks’ approach towards the sector in recent years,” said A Nizarudeen, state president, Kerala State Small Industries Association.

MSME industry bodies urge RBI to tweak norms for ecommerce exports

Micro, small and medium enterprises (MSME) industry bodies have requested the Reserve Bank of India (RBI) for certain changes in the regulations for ecommerce exports. These MSME bodies met the central bank in Ahmedabad, Gujarat, last week. “The industry bodies told the RBI that the current system of manually matching shipping bills with inward remittances (IRMs) is impractical for high-volume ecommerce exports,” an industry source privy to the development said. The source noted that they have requested the RBI to develop an automated reconciliation system within the Export Data Processing and Monitoring System (EDPMS), leveraging artificial intelligence (AI) algorithms, to match IRMs with shipping bills based on exporter records, even when amounts vary due to marketplace fees or refunds. “This system should also allow bulk uploads of transactions, reducing the need for exporters to handle each bill individually. Additionally, the requirement for CA certificates for small exporters should be removed, replacing it with self-declaration forms for MSME with an annual turnover of ₹5 crore or less,” the source said.
