Foundation (Utilisation of Research Development and
Innovation Fund) Financial Rules, 2026
Ministry of Science and Technology has notified the
Anusandhan National Research Foundation (Utilisation of
Research Development and Innovation Fund) Financial Rules,
2026, under Section 23(f) read with Section 13(4) of the
Anusandhan National Research Foundation Act, 2023. It
establishes financial rules for utilizing amounts in the
Research Development and Innovation Fund – a Special Purpose
Fund created by the ANRF Governing Board under Section
13(2)(d) – with detailed provisions in an Annexure available
at https://rdifund.anrf.gov.in/. Effective from the date of
publication in the Official Gazette, these rules follow
public consultation via draft rules published on November 1,
2025 (G.S.R. 809(E)), enabling structured allocation of
funds received under Section 13(1)(a)-(d),(f) for research
projects.

New Indian Standards for
rolling bearings and automotive vehicle dynamics test
methods established
The
BIS notification under Rule 15(1) of the Bureau of Indian
Standards Rules, 2018, establishes new/revised Indian
Standards for rolling bearings (IS 2898 Part 1:2026 and IS
6455:2026), effective February 27, 2026, and automotive
vehicle dynamics test methods (IS 17128 Parts 4 & 5:2026),
replacing prior versions by August 27, 2026. These pertain
to mechanical components (steel balls, deep groove ball
bearings) used in general engineering/machinery and
automotive ride/handling evaluations, not
electronics-specific items like semiconductors, PCBs, or
electrical/electronic assemblies. Electronics standards
typically fall under BIS Electrotechnical Division (ETDC)
for Chapter 85 HS codes.

MeitY Amends BIS Compulsory
Registration Order for Electronics Goods
MeitY
has amended Paragraph 8 of the Electronics and Information
Technology Goods (Requirements for Compulsory Registration)
Order, 2021 – originally notified via S.O. 1248(E) on March
18, 2021 under the Bureau of Indian Standards Act, 2016 – to
clarify exemptions for Highly Specialized Equipment (HSE).
HSE qualifying via MeitY-specific approval (per S.O. 1248(E)
Para 2, as amended by S.O. 1929(E) April 26, 2023) and
produced/imported under 100 units per model/year is exempt
if it meets any criteria: powered by three-phase supply;
single-phase >16A; dimensions >1.5m x 0.8m; or weight >80kg.
Effective June 15, 2026, this eases compliance for
low-volume, industrial/large-scale electronics while prior
amendments (up to S.O. 352 January 22, 2026) remain intact.

Services
This
notification declares several Indian Standards effective
from March 6, 2026, including revised specifications for
optical equipment in cable distribution systems for

Rules, 2026
The
notification substitutes Rule 3 of the Electricity Rules,
2005, to clarify captive generating plant requirements under
Section 9 of the Electricity Act, 2003, defining terms like
captive user (including group companies via
subsidiaries/holding entities), ownership, and Special
Purpose Vehicles (treated as Associations of Persons). A
power plant qualifies as captive if captive users hold at
least 26% ownership and consume at least 51% of generated
electricity annually; for SPVs, this applies to identified
units proportionately (e.g., 13% equity for a 50% unit in a
two-unit plant). Associations of persons must meet criteria
collectively with proportionate consumption limits (waived
if one user holds 26%+), verified by state nodal agencies or
NLDC for multi-state cases, with appeals to Grievance
Committees; non-compliance triggers cross-subsidy/additional
surcharges, effective immediately except specified sub-rules
from April 1, 2026.

with only about 3.7% of the allocated funds disbursed so
far. The programme aims to help micro, small and medium

slow approvals, limited awareness among businesses, and
procedural challenges have delayed fund utilisation.
Industry experts say faster implementation and better
outreach are needed to encourage MSMEs to adopt sustainable
practices. Strengthening the scheme could help reduce
emissions, cut energy costs for small businesses, and
support India’s broader climate and green manufacturing
goals.
