Three more semiconductor fabs worth
$8-12 billion expected in India: Vaishnaw
India could see at least three more semiconductor
fabrication units coming up in the next few months with
cumulative investments to the tune of $8-12 billion, Union
Minister for Electronics and Information Technology Ashwini
Vaishnaw said on Tuesday. Speaking to reporters on the
sidelines of the launch of American chip-maker AMD’s global
design centre in Bengaluru, Vaishnaw said that talks are
ongoing with the governments of Tamil Nadu, Telangana,
Karnataka, Gujarat and Uttar Pradesh, and locations should
be finalised in a few months. This comes at a time when
India is trying to attract major semiconductor players to
set up chip fabrication and assembling plants in the country
with its $10 billion (Rs 76,000 crore) semiconductor

India’s display fab subsidy: A
potential game changer for the Indian economy
In recent years, India has been making significant strides
in its electronics and manufacturing industry. The nation’s
ambition to establish itself as a global electronics
manufacturing hub is underpinned by the Electronics System
Design and Manufacturing (ESDM) policy, which has an outlay
of Rs 76,000 crore ($10 billion). While there has been a lot
of chatter around the semiconductor fab scheme, the display
fab scheme, which has the same incentives, i.e., a 50%

Amnesty Scheme notified for condoning
delay in filing of appeal against demand orders.
An amnesty scheme has been introduced to provide relief to
taxable individuals unable to file an appeal under Section
107 of the Central Goods and Services Tax Act, 2017 against
demand orders issued under Section 73 or 74 by March 31,
2023. This also applies to cases where the appeal was
rejected solely due to not meeting the specified time frame
in Section 107(1).
According to Notification No. 53/2023-Central Tax, dated
November 2, 2023, taxpayers can now file appeals against
such orders until January 31, 2024. However, this is subject
to a pre-deposit requirement of 12.5% of the tax under
dispute, with at least 20% (i.e., 2.5% of the tax under
dispute) to be debited from the Electronic Cash Ledger.
Notably, appeals under this notification are not applicable
to demands not involving tax. Additionally, no refund will
be granted for any excess amount paid by the appellant
before the issuance of this amnesty scheme until the appeal
is disposed of.
2. Clarifications Regarding GST on
Specific Services
Circular No. 206/18/2023-GST, dated October 31, 2023,
issued by the Central Board of Indirect Taxes and Customs (CBIC),
provides clarification on the applicability of GST on
specific services. As per the circular:
The term 'same line of business' concerning passenger
transport services and renting of motor vehicles does not
encompass leasing of motor vehicles without operators. GST is applicable to electricity charges received by real
estate companies, malls, airport operators, etc., from
lessees/occupants if it forms part of a composite supply.
However, when real estate owners, resident welfare
associations, real estate developers, etc., supply
electricity as pure agents, it will not be considered part
of the value of their overall supply. Job work for the processing of 'Barley' into 'Malted Barley'
attracts GST at a rate of 5%, as applicable to 'job work in
relation to food and food products.' District Mineral Foundations Trusts (DMFTs) established by
State Governments are recognized as Governmental
Authorities. Pure services and composite supplies related to
horticulture/horticulture works provided to the Central
Public Works Department (CPWD) are eligible for exemption
from GST under Sr. No. 3 and 3A of Notification No.
12/2017-Central Tax (Rate).
Postal exports – Authorization of 170
additional booking post office under the Postal Export
(Electronic Declaration and Processing) Regulations, 2022
Circular No. 27/2023-Cus, dated November 1, 2023,
issued by the Central Board of Indirect Taxes and Customs (CBIC),
highlights the Office Memorandum (CF-4/2/2020-CF dated
October 11, 2023) released by the Department of Posts,
Ministry of Communication. The memorandum authorizes 170
additional booking post offices and their associated Foreign
Post Offices (FPOs) for the electronic filing of Postal Bill
of Export (e-PBE) and the acceptance of international mail
articles booked through the Dak Ghar Niryat Kendra (DNK)
portal. These circular aims to facilitate the seamless
implementation of the Postal Export (Electronic Declaration
and Processing) Regulations, 2022, as outlined in
Notification No. 104/2022-Cus dated December 9, 2022. In
addition to notifying the authorized post offices, the
circular provides a comprehensive list of these booking post
offices along with their corresponding foreign post offices
for reference and adherence.
Courier Shipping Bills – Provision
introduced for advance assessment.
Circular No. 28/2023-Cus, dated November 8, 2023,
issued by the Central Board of Indirect Taxes and Customs (CBIC),
introduces provisions for the advance assessment of Courier
Shipping Bills within the framework of the Express Cargo
Clearance System (ECCS). Additionally, Advisory No. 11/SYS/WZU/2023,
dated October 19, 2023, issued by DG (Systems), outlines
modifications made to the ECCS export workflow to
accommodate this advance assessment.
Under this directive, Courier Shipping Bills designated for
assessment will be made accessible to assessing officers
ahead of the physical arrival of the export consignment at
the Information and Communication Technology (ICT) facility.
The aim is to streamline the assessment process and enhance
efficiency within the ECCS, facilitating smoother operations
for customs authorities.
DGFT Trade Notice No. 32/2023-24-DGFT,
dated 06/11/2023
To enhance trade facilitation and streamline grievance
redressal, DGFT introduces a centralized Video Conference
facility at DGFT HQs. Effective from 08.11.2023, this
facility will operate every Wednesday from 10 am to 12 noon.
Senior officers from DGFT HQs will be present to address
matters unresolved by regional authorities. The platform
also welcomes suggestions and concerns from Trade and
Industry representatives. To avail, register on
www.dgft.gov.in, choose 'Centralised VC with HQs' under
'services,' with priority given to pre-registered users.
Time slots will be adjusted based on trade and industry
response. Daily online VCs with regional authorities and
individual appointments over VC with concerned officers will
continue as usual.
DGFT Trade Notice No. 33/2023-24,
dated November 10, 2023
The Directorate General of Foreign Trade (DGFT) announces
the pilot launch of the upgraded Electronic Bank Realization
Certificate (eBRC) system for self-certification by
exporters. Aligned with the commitment to enhance export and
import processes, the enhanced eBRC system streamlines the
workflow, enabling exporters to self-certify based on
electronic Inward Remittance Messages (IRMs) from banks to
DGFT. This initiative, commencing from November 15, 2023,
aims to reduce transaction time and costs. Both upgraded and
legacy eBRC systems will operate concurrently until banks
transition. Banks must integrate using Application
Programming Interface (API) for efficient data exchange,
with the deadline for API integration set at January 31,
2024.
DGFT Notification No. 44/2023-DGFT
dated November 20, 2023
Notification No. 44/2023-DGFT, issued by the Ministry of
Commerce & Industry and the Directorate General of Foreign
Trade, on November 20, 2023, brings a significant amendment
to the import policy for gold under HS Code 71081200 in
Chapter 71 of Schedule—I (Import Policy) of ITC (HS) 2022.
The amendment, executed under the powers of the Foreign
Trade (Development & Regulation) Act, 1992, aims to regulate
gold imports effectively. The revised policy now permits
gold imports through nominated agencies as notified by RBI
or DGFT for banks and other agencies, respectively.
Qualified jewelers, as notified by IFSCA, can import gold
through India International Bullion Exchange (IIBX). India-UAE
TRQ holders, as notified by IFSCA, can import gold through
IIBX against the TRQ, with physical delivery available
through IFSCA registered vaults in SEZs. Refineries can also
import Gold Dore under an import license with the Actual
User (AU) condition. The amendment is effective immediately.

semiconductor growth visibility as the long inventory

Government Unleashes Rs 8000 Crore
Incentive Scheme To Grow EV Battery Manufacturing in India
In an effort to boost the growth of electric vehicles in the
country, the government of India has recently unleashed a
whopping Rs 8000 Crore for the purpose of manufacturing EV
batteries. Now, the government is all set to commence the
bidding process so that they can set-up top-notch battery
production facilities, which will create a capacity of 20
gigawatt-hours. The bidding from probable investors is
expected to start from December. Prominent global companies

Nvidia Secures top spot as most
profitable semiconductor firm in Q3: PTI
According to financial results compiled by Taipei-based
analyst Dan Nystedt, Nvidia's revenue for Q3 reached US$
18.12 billion, with a remarkable profit of US$ 10.42
billion, marking a 206 percent year-over-year increase. The
surge in profit is attributed to the dominance of AI chips
for data centers in Nvidia's portfolio, stated PTI. Nvidia
could potentially secure the second-place position in
full-year chip revenue for 2023, surpassing Intel and
Samsung, while TSMC is expected to maintain its leading
position in the industry, Nystedt posted on X, formerly
known as Twitter, PTI said. In comparison, TSMC, the largest
contract chip manufacturer globally, reported US$ 17.28
billion in revenue and US$ 7.21 billion in profit for the
same quarter, while Intel's revenue was US$ 14.16 billion
with a loss of US$ 8 million. Samsung Semiconductor,
Samsung's chip design and manufacturing arm, recorded
revenue of US$ 12.52 billion but reported losses amounting
to US$ 2.86 billion, PTI noted.

Indian Conglomerate Murugappa Group
Seeks To Enter Semiconductor Space
The 123-year-old Murugappa Group is looking to venture into
the semiconductor segment with a proposed $790 million
plant. This will be an interesting, high-tech addition to
the $9 billion (revenue) engineering and financial services
conglomerate, which is based in Chennai and operates in 29
industries ranging from auto components to finance to sugar.
The expansion will be through group company CG Power and
Industrial Solutions, which is based in Mumbai. It filed an

Bharti Telecom plans its biggest-ever
rupee bonds
Bharti Telecom Ltd., owned by Sunil Bharti Mittal, is
planning to raise as much as 80 billion rupees ($961
million) in the local-currency bond market, according to
people familiar with the matter. The company is expected to
seek bids this week for notes due in two-, three- and five
years, the people said, who asked not to be identified as
the details are private. If the deal goes through, it will
be Bharti Telecom’s largest ever rupee issuance, according
to data compiled by Bloomberg. Bharti Telecom is coming to

JPMorgan sees a limited downside for Reliance Industries
Ltd. as its consumer business will drive profitability, even

Centre suspends 70 lakh mobile numbers
due to suspicious activity: DFS Secretary
To check digital frauds, the government has suspended 70
lakh mobile numbers on account of suspicious transactions,
Financial Services Secretary Vivek Joshi said on Tuesday.
Emerging out of a meeting to discuss issues related to
financial cyber security and increasing digital payment
fraud, Joshi said banks have been asked to strengthen the
system and processes in this regard. More such meetings
would take place, he said, adding the next meeting is
scheduled in January. With regard to Aadhaar Enabled Payment
System (AEPS) fraud, he said states have been asked to look
into the issue and ensure data protection. He also said that
there was a discussion with regard to KYC standardisation of
merchants.

As Tesla, Fisker eye Indian EV pie,
analysts upbeat on domestic companies
As foreign automakers including Tesla and Fisker line up
their battery-driven cars for launch in India, competition
is tipped to intensify for domestic companies in the
electric vehicle (EV) market. However, analysts reckon there
won’t be a major impact on companies such as Tata Motors,
Mahindra & Mahindra, Hyundai, and MG, which sell EVs or are
about to introduce them. While the total PVs sold during FY
23 were nearly 38,90,114 units, the E4W category grew
twofold during that period to 58,383 units. According to
industry estimates, given the market potential of 6-7
million passenger vehicles annually in India by 2047, about
8-10 mainstream automakers will continue to serve the
domestic EV market.

is pushing its tech into the EV world with new cars,

Chinese telecommunications and smartphone giant Huawei is
doubling down on selling its tech in the competitive
electric car market. The company has emphasized it doesn’t
manufacture cars. Instead, it sells tech components such as
its Harmony OS operating system and driver-assist product,

Electric vehicle batteries may have a
new source material – used tires
As demand for electric vehicles continues to grow, one
start-up company is looking to make the cars even more
sustainable – by turning used tires into batteries. Most
electric vehicles rely on lithium-ion batteries for their
power. But critics say that those batteries are far from
being as efficient, environmentally friendly and sustainable
as they could be. That's where one Chile-based company says
old tires come into play. The company, called T-Phite is
putting used car tires through a process called pyrolysis,
which entails putting the tires under extreme heat so that
they break down into smaller molecules. T-Phite CEO
Bernardita Diaz says those molecules become three primary
byproducts – pyrolytic oil, steel and carbon black, a
substance that contains graphite material essential to
providing an electric pathway within batteries for energy to
surge.

EV charging network
MG Motor India has collaborated with Charge Zone in order to
expand the EV charging network across the country. This
partnership will see both brands jointly establish charging
stations across key locations, including highways, cities,
and MG dealerships. As a part of the collaboration, both
organisations will work together to structure a preferential
offer exclusively for MG customers. The charging stations
will be open for public use for all EV owners and integrate

India is poised to grant preliminary approval for three
major indigenous projects, including the construction of
another aircraft carrier, 97 additional Tejas fighters, and
156 Prachand light combat helicopters, with a combined value
of approximately Rs 1.4 trillion, according to a report by
The Times of India (TOI). The Defence Acquisitions Council,
led by Rajnath Singh, is expected to initiate the
"acceptance of necessity (AoN)"—the initial step in the
procurement process—during a meeting scheduled for the end
of the month, November 30. Following the AoNs, the
procurement process will proceed to tender and commercial
negotiations, culminating in the submission of the three
deals to the Cabinet Committee on Security for final
approval.

Air force's tejas planes deal,
upgrading su-30mki jets on defence meeting agenda
Ministry of Defence will take up talks on the acquisition of
97 TEJAS MK-1A aircraft and the task of upgrading 84 Sukhoi
30 fighter jets at the upcoming Defence Acquisition Council
meeting on November 30. Both these projects are the biggest
ever plans by the Air Force to upgrade its fleet and are
going to cost Rs 1.4 lakh crore. The mainstay Su-30MKI
fighter jet fleet is set to be upgraded under a plan that
will include new avionics, radars and electronic warfare
suites. The TEJAS MK-1A, known as Tejas, stands out as a
modern 4-plus generation fighter aircraft, proudly boasting
over 65% indigenous components. Among its notable features
are an indigenously developed Active Electronically Scanned
Array (AESA) radar, Beyond Visual Range (BVR) Missile
capabilities, a sophisticated Electronic Warfare (EW) Suite,
and the ability for Air-to-Air Refuelling (AAR).

open to help isro build its space station, ferry indian
astronauts to iss next year
NASA Administrator Bill Nelson is on a multi-day visit to
India to explore avenues for future collaborations between
the space agencies of the two nations. NASA and ISRO have
formally announced the formation of a Joint Working Group
for cooperation on human spaceflight and are exploring other
opportunities for working together in orbital debris studies
and commercial operations in Earth orbit. The NASA-ISRO
Synthetic Aperture Radar, a first-of-its-kind joint mission
is slotted for launch early next year, with the spacecraft
currently undergoing testing at ISRO's facilities in
Bangalore.

India to begin trials of indigenous
Zorawar tanks soon
Preparing to tackle the threat on the Chinese front, India
will begin trials of the Zorawar light tank, being developed
by DRDO and Larsen and Toubro, from the end of this year.
The indigenous tanks would be operated extensively in the
desert sector before taking them to the high altitude
locations of Ladakh. The light tank project is being
undertaken by the Indian Army to improve its mobility and
manoeuvring abilities in Ladakh sector, where the Chinese
have also brought in their light tanks in large numbers,
they said. To tackle threats from China, the Indian Army had
mooted the idea of having similar abilities. The project was
cleared recently by the Defence Acquisition Council.

India said to add $5 billion aircraft
carrier to counter china
India is set to add another aircraft carrier to its fleet
worth almost 400 billion rupees ($4.8 billion) as it seeks
to counter China’s naval presence in the Indian Ocean
region, according to people familiar with the matter. The
Defence Acquisition Council — the country’s top defence
decision making body headed by defence minister, Rajnath
Singh — is expected to clear the acquisition of its second
indigenous carrier on Friday, people with direct knowledge
of the development said, asking not to be named because the
discussions are private. The new carrier, which can hold at
least 28 fighter jets and helicopters and displaces 45,000
tons of water — a measure of size for ships, will be flying
the French Rafale jets, the people said.

Apple, Samsung and other electronic
giants' imports fall in 5 years on local play
Leading consumer electronic companies such as Apple,
Samsung, Dixon Technologies and Havells saw a significant
reduction in imports as a percentage of sales in the last
fiscal year from the pre-Covid period, according to the
latest regulatory data filed by them. This indicates
companies are increasing production and local sourcing in
categories such as mobile phones, LED lights and televisions
where the government has pushed for this through policies
such as the production-linked incentive scheme, industry
executives said. However, export earnings have largely
continued to lag behind for most companies. The contribution
of exports to sales has largely remained flat or is only
marginally up in the past four-five years.

Attractive credit schemes fuelling
sales of automobiles, electronics, consumer durables
Longer-tenure EMIs (equated monthly instalments), buyback
guarantees, and other sweeteners are fuelling sales of
automobiles, consumer durable and electronic goods as a
spike in prices and a propensity to up-trade to higher trim
models are making such borrowing schemes more popular.
However, brands said they may have to forsake some of their
margin if the cost of borrowing goes up for such consumer
loans – especially for no-cost EMIs whose interest cost they
either bear alone or with retailers – after the Reserve Bank
of India increased the risk weight on consumer credit
including credit card receivables and bank loans to NBFCs by
a fourth.

Samsung Smartphones to Dominate 42
Countries in 2023 vs 46 in 2022
Samsung is projected to secure the leadership position in
terms of market share in 42 countries in 2023, down from the
46 it dominated a year ago, according to Counterpoint
Research’s Quarterly Market Monitor report. The current
analysis, which includes a total of 74 nations, indicates
that while Samsung is expected to concede its leading
position in six countries, including the Philippines, it
will concurrently regain the top spot in two nations, India
and Malaysia. Expressly, Samsung will be losing first rank
in four countries this year. The Philippines, Algeria, and
Kuwait are among the six countries where Samsung is poised
to lose its top position. Historically, the Philippines has
been a robust market for Samsung, boasting a substantial
share of shipments within Southeast Asia. However, the
dynamics are shifting, especially with the fervent reception
of the realme C55 model released during H1 2023.

Operating System
The global smartphone OS landscape is dominated by Android
and iOS, with a small presence of HarmonyOS. Android is the
clear leader with a market share of 81% in Q3 2023. iOS has
a market share of 16%. Showing promising growth, Huawei’s
HarmonyOS has captured a 3% share. Android is popular among
smartphone brands due to its deep-rooted experience in
software and its open-platform nature. This helps brands
produce custom operating systems to meet the specific
requirements and preferences of their target consumers.
Android does not face any strong competition in the
ecosystem outside of iOS. iOS is strong in developed markets
and has begun to gain momentum in emerging markets.
Consumers in emerging markets are becoming more mature and
willing to spend more to buy phones like iPhones, which have
strong brand value.

Simplification in principal place of
business norms mooted for MSMEs
In a move to help facilitate small business houses in the
country for goods and services tax or GST registration,
simplification in the principal place of business or PPoB
norms has been mooted to be mandated in every state. The
move the government aims at empowering micro, small, and
medium enterprises (MSME) sector where the simplification of
certain rules would further help the online sellers to
expand their businesses, according to a top official in the
finance ministry. In line with the Parliamentary panel’s
recommendations, the implementation of a single home-state
PPOB registration and subsequent virtual PPOB registrations
for small sellers have been proposed.

MSME lender Red Fort Capital launches
invoice discounting for small businesses; check details
NBFC lender to small businesses, Red Fort Capital Finance
Company on Tuesday launched its invoice discounting solution
to help MSMEs tide over gaps in working capital
requirements. The invoice discounting mechanism involves a
financing arrangement where a business sells its unpaid
bills to a third-party financier, such as a bank, at a
reduced rate for quick access to working capital. The
financier later collects the full amount from the customer
upon the invoice’s maturity. According to the NBFC, invoices
ranging between Rs 20 lakh to Rs 1 crore (unsecured) and up
to Rs 3 crore (secured) are disbursed with up to 90 per cent
of the invoice value in less than 24 hours.

Andhra CM to inaugurate, launch 21
MSMEs on November 29
Chief Minister YS Jagan Mohan Reddy will inaugurate and take
part in the groundbreaking ceremony of 21 MSME projects
worth Rs 286 crore in the State on Wednesday. They include
17 infrastructure development projects and four flatted
factory complexes spread across 18 districts. AP Industrial
Infrastructure Corporation (APIIC) Vice-Chairman and
Managing Director Pravin Kumar on Tuesday said the 21 MSME
projects are expected to attract Rs 1,782 crore investments,
besides generating employment for 18,034 people. The
projects are being taken up by the State government with
financial assistance from the Centre under the Micro and
Small Enterprises Cluster Development Programme (MSE-CDP).

65% of MSME firms found manufacturing
substandard drugs since Dec: Report
The government has identified a huge number of
pharmaceutical companies in the micro, small and medium
enterprise (MSME) sector that are manufacturing substandard
drugs, a report by the Economic Times (ET) said. A person
with knowledge of the matter told ET that over 65 per cent
of MSME enterprises were found to be manufacturing drugs
that were not of standard quality (NSQ) during risk-based
inspections of pharma companies undertaken since December
last year. The Central Drugs Standard Control Organisation (CDSCO)
and state drug inspectors have been conducting these
inspections as part of a massive nationwide crackdown on
spurious and substandard medicines.

Chartered Accountants of India (ICAI) in Puducherry is
organising an “MSME Sahyog and Start-up Samvad” programme

innovator ecosystem. The event with free entry, hosted by
the ICAI’s “MSME and Start-up Committee”, has been scheduled
