Indian Army installs optical fibre at Siachen, DBO to boost connectivity

 

The Indian Army has installed optical fibre at two of its farthest outposts in the Ladakh sector to ensure high-speed broadband connectivity --- Siachen and Daulet Beg Oldie (DBO). Reaching Out to the farthest & the highest battlefield: Amidst the icy heights of Siachen and DBO the fire fury corps Signallers braved the toughest weather conditions to ensure optical fiber connectivity at heights above 18000 feet. For the very first time, optical fiber cables were laid across “the ruthless and unforgiving terrain” to connect the remote locations, it said. “Navigating treacherous crevasses to enduring bone-chilling frigid winds, they (signallers) left no stone unturned to ensure seamless connectivity in formidable conditions. Perseverance and unyielding spirit prevailed over every challenge.”

Dixon Technologies partners with Taiwan's Compal Electronics to make Google Pixel devices in India

 

Homegrown electronics contract manufacturer Dixon Technologies Friday announced a pact with Taiwanese original design maker Compal Electronics to produce Google Pixel smartphones in India. The partnership signifies Google’s attempts at boosting its presence in the world’s second largest smartphone market and challenge bigger rivals Samsung and Apple, among others in the premium smartphone category. Dixon is the second contract manufacturer for Google to start making Pixel phones locally. Foxconn subsidiary Wow Tech currently makes these phones at its Chennai unit. This is a significant opportunity for Dixon and marks an exciting step in our growth and commitment to delivering cutting-edge, high-quality products to the global and domestic market.

CBIC Circular No. 26/2024-Customs dated 21st November 2024: Clarifications on IGCR Concessional Duty Applicability

The Central Board of Indirect Taxes & Customs (CBIC) has issued Circular No. 26/2024-Customs dated 21.11.2024, providing clarifications regarding the applicability of concessional duty under the IGCR Rules, 2022, especially in conjunction with the MOOWR Scheme.

Key Highlights:

  1. Simultaneous Availment of IGCR with MOOWR:

  1. MOOWR units can simultaneously avail IGCR exemptions alongside duty deferment under the MOOWR scheme.

  2. Importers must ensure compliance with additional conditions under the IGCR Rules, including prescribed time limits and other requirements, while adhering to MOOWR stipulations.

  1. Applicability of IGCR for Intermediate Goods Manufacturers:

  1. Intermediate goods manufacturers under MOOWR supplying value-added goods to final cellular mobile phone manufacturers can avail concessional duty under IGCR Rules.

  2. The eligibility is not restricted to the final manufacturer importing components directly, provided conditions in Notification No. 57/2017-Cus are met.

  1. Documentary and Procedural Clarity:

  1. CBIC reaffirms documentation and accounting guidelines for goods transferred between MOOWR units as per Instruction 16/2024-Customs.

This clarification supports manufacturers and value chain participants under MOOWR in leveraging IGCR benefits for duty concessions, fostering compliance and competitiveness in the electronics and mobile phone manufacturing sector.

CBIC Circular No. 25/2024-Customs dated 21st November 2024: Automation Implementation under IGCR Rules, 2022

 

The CBIC has issued Circular No. 25/2024-Customs dated 21.11.2024, addressing concerns regarding the implementation of automation in filing monthly statements under the Customs (Import of Goods at Concessional Rate of Duty or for Specified End Use) Rules, 2022 (IGCR Rules, 2022).

Key Highlights:

  1. Manual Filing Permitted Till January 2025:

  • Importers facing challenges with the electronic filing of IGCR-3 monthly statements may file manually with jurisdictional officers until 31.01.2025.

  • Mandatory online filing will commence from February 2025.

  1. Introduction of Excel Utility:

  • An Excel utility for IGCR-3 and IGCR-3A monthly statement filing will be made available by 15.12.2024.

  • Importers are encouraged to use this utility to complete both present and past period filings electronically by 31.01.2025.

  1. Action for Stakeholders:

  • Importers should leverage the upcoming utility for compliance.

  • Suitable Public Notices will be issued for guidance and clarity.

  1. d)      Support for Implementation:

  • Stakeholders facing issues or requiring further clarification may approach CBIC for resolution.

This initiative marks a step towards enhanced automation in customs processes, aligning with the government’s focus on digitalization while accommodating transitional challenges faced by stakeholders.

CBIC Notification No. 84/2024-CUSTOMS (N.T.) dated 29th November 2024: Revised Tariff Values

 

The CBIC has issued Notification No. 84/2024-CUSTOMS (N.T.) dated 29th November 2024, revising tariff values for certain goods under the Customs Act, 1962. These changes will take effect from 30th November 2024.

Key Highlights:

Tariff Values for Precious Metals (Table-2):

  • Gold (in any form, under Notification No. 50/2017-Customs dated 30.06.2017):

  • Tariff Value: $850 per 10 grams

  • Silver (in any form, under Notification No. 50/2017-Customs dated 30.06.2017):

  • Tariff Value: $978 per kilogram

  • Silver (other than medallions and silver coins with 99.9% silver content or semi-manufactured forms of silver):

  • Tariff Value: $978 per kilogram

  • Gold bars (excluding tola bars, with manufacturer’s or refiner’s engraved serial number and weight expressed in metric units):

  • Tariff Value: $850 per 10 grams

  • Gold coins with gold content not below 99.5%, excluding imports via post, courier, or baggage, are also included under this tariff value.

Effective Date:

The revised tariff values for precious metals will be applicable from 30th November 2024.

The updated tariff values for precious metals in Notification No. 84/2024-CUSTOMS (N.T.) provide advantages for electronics manufacturing by improving cost predictability and simplifying customs processes. This benefits manufacturer using gold and silver in components like circuit boards and semiconductors, enabling better financial planning, smoother supply chain management, and enhanced cost efficiency. It also supports domestic manufacturing by making material sourcing more competitive and transparent.

DGFT Notification No. 41/2024-25 dated 29th  November 2024 : Amendment in Import Policy Condition of ITC HS Codes 85423100, 85423900, 85423200, 85429000 and 85423300 covered under Chapter 85 of ITC (HS), 2022, Schedule-1(Import Policy)

The DGFT Notification No. 41/2024-25 dated 29th November 2024 announces a key amendment in the import policy for electronic integrated circuits under Chapter 85 of ITC (HS) 2022. The revised policy condition affects several ITC HS codes, including:

  • 85423100 (Processors and controllers)

  • 85423200 (Memories)

  • 85423300 (Amplifiers)

  • 85423900 (Other electronic integrated circuits)

  • 85429000 (Parts)

Key Highlights:

  • The previous requirement of compulsory registration under the Chip Imports Monitoring System (CHIMS) has been discontinued with immediate effect for these products.

  • The revised policy condition now only requires compliance with Policy Condition 8 of Chapter-85, but removes the CHIMS registration requirement.

This amendment simplifies import procedures for manufacturers and businesses dealing in electronic integrated circuits and components, potentially streamlining supply chains and reducing administrative burdens.

RBI circular no FE.CO.Trade Se9 /05.31.042/2024-25 dated 28th November 2024: Simplified Process for Closure of Small-Value Export Shipping Bills

The Reserve Bank of India (RBI) has introduced a new measure to ease the closure of outstanding small-value export shipping bills through the Export Data Processing and Monitoring System (EDPMS). Authorized Dealer (AD) banks can now close shipping bills valued up to USD 1,000 under the following conditions:

  1. Transactions must be bona fide and supported by evidence of inward remittance.

  2. Exporters must not have any KYC/AML concerns or ongoing investigations.

This measure, effective immediately, aims to reduce compliance burdens, streamline processes for small-scale exporters, and improve cash flow. The dispensation will remain valid until March 31, 2025, offering a focused window for exporters and banks to address backlogs.

This initiative reinforces RBI’s commitment to enhancing operational efficiency and ease of doing business in India’s export sector.

Strain engineering approach enhances performance of 2D semiconductor-based transistors

 

The manipulation of mechanical strain in materials, also known as strain engineering, has allowed engineers to advance electronics over the past decades, for instance enhancing the mobility of charge carriers in devices. Over the past few years, some studies have tried to devise effective strategies to manipulate strain in two-dimensional (2D) semiconductors that are compatible with existing industrial processes. Researchers at Stanford University recently introduced a CMOS-compatible approach to engineer the tensile strain (i.e., stretchiness) in monolayer semiconductor transistors. This approach, outlined in a paper published in Nature Electronics, relies on the use of silicon nitride capping layers that can impart strain on monolayer molybdenum disulfide (MoS2) transistors integrated on silicon substrates.

Govt scraps registration for some items under chip import monitoring system

 

The government has removed mandatory registration of certain electronic integrated circuits under the chip import monitoring system. Under the system, importers of these items would have to provide advance information in an online system for import and obtain a registration number by paying a specific amount of registration fee. "The requirement of compulsory registration under chip imports monitoring system has been discontinued with immediate effect," according to a notification of the directorate general of foreign trade (DGFT). The items included electronic integrated circuits, memories and amplifiers.

India to train 85,000 students in semiconductor chip design within five years

 

The Indian government has launched an ambitious initiative to empower 85,000 students with the skills to design semiconductor chips within the next five years. The program will provide direct access to the country’s national chip design infrastructure, creating a strong foundation for the semiconductor design community across India. The ChipIN Centre, located at C-DAC, is one of the country’s largest and most advanced semiconductor design facilities. It provides a wide range of tools and workflows necessary for chip design, covering the entire design cycle, including the latest 5 nm technology. This state-of-the-art facility aims to support students and entrepreneurs in mastering semiconductor design.

Chinese manufacturer USI opens first development centre in India with TechM

 

Tech Mahindra (TechM), India’s fifth-largest IT services company, has established a development centre at its office in Bengaluru, in partnership with electronic design and computer storage device manufacturing firm Universal Scientific Industrial (Shanghai), USI. It is USI’s first engineering offshore development center (ODC) in India. Located at Tech Mahindra’s Bengaluru office, the development center will accelerate innovation in smart device engineering, Tech Mahindra said in a statement. The center marks a milestone for USI as it expands its engineering capabilities to India, for enhancing device software development, hardware design, and testing.

IT exporters look beyond North America and Europe

 

India’s top software service exporters are looking beyond their traditional strongholds like North America and Europe with an aim to diversify across geographies and future-proof their business in an increasingly volatile technology market. This push towards Japan, the Middle East, Australia, Asia Pacific (APAC) as well as the home market India by industry leaders including Tata Consultancy Services, Infosys and Wipro could be due to them having “reached a ceiling in the (US) markets and therefore, needing to diversify,” technology experts said. Currently, US enterprise clients account for roughly half of India’s $254 billion software service exports according to industry estimates.

Apple’s Push for AI Faces New Dilemmas in iPad Lineup

 

Apple introduced the iPad Mini Gen 7 in October this year, marking its first update in three years since the release of the iPad Mini Gen 6 in 2021 – which has seen shipment share of Apple’s overall tablet portfolio decline from its peak in 2022 to low single digits in Q3 2024, according to Counterpoint’s Q3 2024 Global Tablet Market Tracker. While the new model maintains a design language similar to its predecessor, it features upgrades to support Apple’s AI features. The most notable improvements include an enhanced SoC, and increased storage capacity and RAM, aligning with Apple’s push for Apple Intelligence on smartphones and across all its device offerings. These improvements, however, have produced unintended challenges for Apple’s lower-priced iPad lineup, with future iterations facing increasing difficulties in standing out on their own.

Consumer electronics market sees value growth despite flat volume sales in 2024

 

Sales of electronics products such as smartphones, televisions and refrigerators through retail stores remained sluggish in terms of volume growth in the first nine months of 2024 though increasing 10% by value propelled mostly by higher sales of premium products, said market researcher NielsenIQ. This growth is fuelled by the shift toward connected, feature-rich appliances and smartphones, with a clear preference for products that offer both convenience and long-term value. There was a recovery in sales volume in October due to festive demand. As per NielsenIQ, the four weeks of the festive period till Diwali drove 13% value sales growth and 8% volume growth.

Supply chain group buys retail tech startup Arzooo’s assets in distress deal

 

Mumbai-based distribution and supply chain company Moksha Group has acquired business-to-business (B2B) consumer electronics startup Arzooo's assets, the companies said in a joint statement on Wednesday without disclosing the size of the deal. The distress deal comes months after Arzooo’s unsuccessful attempts to raise new capital or merge with bigger rivals. The Bengaluru-based startup, founded by two former Flipkart executives, Khushnud Khan and Rishi Raj Rathore in 2016, had raised $80-90 million in equity and debt and was backed by the likes of Celesta Capital, Japan's SBI Holdings and Doordash founder Tony Xu. As part of the deal, Moksha Group will acquire Arzooo’s technology platform and its various intellectual property assets and trademarks.

In relief to Vi, DoT changes bank guarantee waiver terms

 

The Department of Telecommunications (DoT) has watered down the provisions for availing the bank guarantee (BG) waiver for spectrum auctions conducted before 2022, officials familiar with the matter said, a move which will come as a big relief for financially struggling Vodafone Idea (Vi). DoT has softened the bank guarantee waiver rules for spectrum auctions held before 2022, easing the financial burden on telecom companies, including Vodafone Idea. Telecom operators can now avoid paying an additional amount for three months in advance. This change is expected to help Vodafone Idea secure more credit and improve its financial position.

TRAI ensures no delays in OTP deliveries from December 1 amid new traceability rules

 

The Telecom Regulatory Authority of India (TRAI) has issued an update to reassure the public that there will be no delays in the delivery of essential Net Banking and Aadhaar OTP messages starting 1 December. Responding to misinformation circulating on social media, TRAI has firmly stated that the timely delivery of such messages will remain unaffected, thanks to new regulations aimed at improving message traceability. In recent months, TRAI has intensified its efforts to combat the growing issue of cybercrime, particularly involving fake calls and fraudulent messages. To address these concerns, new rules were introduced on 1 October, requiring telecom providers to establish a system for tracking the origins of bulk messages.

India introduces new rules for critical telecom infrastructure

 

The government of India introduced the Telecommunications (Critical Telecommunication Infrastructure) Rules, 2024, on 22 November, which require telecom entities designated as Critical Telecommunication Infrastructure (CTI) to grant government-authorised personnel access to inspect hardware, software, and data. These rules are part of the Telecommunications Act, 2023, empowering the government to designate telecom networks as CTI if their disruption could severely impact national security, the economy, public health, or safety. The rules mandate that telecom entities appoint a Chief Telecom Security Officer (CTSO) to oversee cybersecurity efforts and report incidents within six hours, a revised deadline from the original two hours proposed in the draft rules.

Mahindra & Mahindra to sell EVs through existing sales network to offer all choices under one roof

 

Mahindra & Mahindra will utilise its existing sales network to sell its electric vehicle range as the automaker looks to offer all the choices to customers under one roof, according to a top company executive. The Mumbai-based automajor, which sells models like Thar and Scorpio, has now expanded its electric vehicle range with the launch of two all-new ground up models -- BE 6e and XEV 9e. "One of the reasons, why we want to keep the sales channel the same, is because we want to give the customer the choice between ICE (internal combustion engine cars) and EVs," Mahindra & Mahindra (M&M) Executive Director and CEO for auto and farm sectors Rajesh Jejurikar told PTI in an interaction. He was replying to a query if the company would also look at establishing a separate sales network for its EV range. Rival Tata Motors has set up a separate sales channel to sell EV models.

Ola Electric Vehicle Registrations Decline By 33 Per Cent In November

 

After a blockbuster sales figure in October due to the festive season, Ola Electric vehicle registrations dropped by 33 per cent in November.  According to Vahan portal data, the number of registrations of Ola Electric vehicles in November fell by 33 per cent on a month-on-month (MoM) basis to 27,746 units. In October last year, this figure was more than 40,000 units. Due to fewer registrations, the company's market share dipped to 24 per cent in November, which was 30 per cent in October. However, the company still maintains the first position in the electric two-wheeler market by sales. Bhavish Aggarwal-led Ola Electric has seen volatility in sales in recent months. The reasons for this were attributed to increasing competition in the market and poor service and product quality.

Delhi government extends electric vehicle incentives until March 2025 amid poor air quality

 

The Delhi government Thursday said it will extend incentives on electric vehicles under the state EV policy will March 31, 2025 in view of the poor air quality in the capital and adjoining areas. As per the announcement by Delhi CM Atishi, subsidies and road tax exemptions pending from January 1 will now be rolled out. The Delhi cabinet has decided to extend the EV policy in view of the poor air quality in the capital and adjoining areas, the CM said. Purchases from January 1, 2024, onward will benefit, reversing the halted incentives from earlier. The move aims to boost Delhi's significant EV market amid challenges like high prices and limited charging infrastructure.

BSF deploys 2 more battalions in Jammu to check infiltration from Pakistan

 

 The Border Security Force (BSF) has completed the deployment of two fresh battalions, comprising more than 2,000 personnel, in the Jammu region to better plug infiltration from across the Pakistan front and check the recent spurt of terrorist activities in the area. Officials in the security establishment told PTI that the new troops of these units have been deployed "in depth areas" as the "second line of defence" just behind the BSF border deployment along the international border (IB) with Pakistan. These two BSF battalions were recently withdrawn from the anti-Naxal operations theatre of Odisha and have now been deployed fully in the Jammu region.

India's New Stealth Cloak: IIT-Kanpur Develops Radar-Evading 'Anālakṣhya' System

 

The collaboration between India's defence sector and academic institutions has started to deliver impactful results. The Indian Institute of Technology Kanpur (IIT-K) on Tuesday (26 November) announced a significant advancement in stealth technology that could render combat systems like tanks and fighter jets invisible or nearly invisible to enemy radar. The innovation, designated the “meta-material surface cloaking system” (MSCS), has been named Anālakṣhya by its creators at IIT-Kanpur. This system is expected to play a crucial role in the DRDO's development of the Advanced Medium Combat Aircraft (AMCA), an indigenous stealth fighter being designed to evade enemy air defence radars.

16 MSMEs, 20 startups supported under Technology Development Fund scheme, says Defence Ministry

 

The government’s Technology Development Fund (TDF) scheme, which aims to encourage the participation of public and private industries especially MSMEs and startups to design and develop defence technologies indigenously, has supported 16 MSMEs and 20 startups since January 2022. Sharing data in a written reply to a question in the Lok Sabha on Friday, Minister of State in the Defence Ministry Sanjay Seth said Rs 120 crore has been allocated since January 2023 and Rs 43.89 crore has been disbursed as grant-in-aid to the industries under the TDF scheme. Moreover, during the last five years, 42 projects of Rs 182.41 crore to MSMEs and 25 projects of Rs 59.47 crore to startups have been sanctioned under the scheme. As of now, 26 technologies have been successfully developed, Seth said.

PSBs gear up to scan digital play for MSME loans

 

State-run banks are preparing to offer loans up to Rs 25 lakh for micro and small enterprises based on the new credit assessment model, which will consider digital transactions and cash flows such as salaries paid to employees, electricity bills, municipal taxes and contributions towards employee provident funds rather than traditional parameters such as tax returns and other collateral.The scheme is expected to be launched by the first week of December. Banks have already prepared a credit assessment model, which will also have goods and services tax (GST)-based MSME (micro, small and medium enterprises) financing products. Under the new credit assessment model, which was proposed in the budget in July, banks will offer both working capital and long-term loans. A common application form is also being prepared, and a committee comprising bankers from State Bank of India, Bank of Baroda and Canara Bank is working on early adoption of the credit assessment model for swift implementation.

MSMEs can boost finances with formal registration, digital payments: RBI DG

 

Micro, Small, and Medium Enterprises (MSMEs) can strengthen their financial health and credibility by embracing formal registration, maintaining accurate financial records, and adopting digital payment systems to create a transparent financial footprint, said Swaminathan J, deputy governor at the Reserve Bank of India (RBI), on November 16. The speech was uploaded on the RBI website on Monday. While speaking at the CEO Forum of the Federation of Telangana Chambers of Commerce and Industry held in Hyderabad, he said, “MSMEs should strive for greater credit discipline, which starts with careful selection of the appropriate credit product suited to their requirements and cash flows. MSMEs should familiarise themselves with different credit products such as term loans, working capital loans, overdrafts, and invoice discounting to match them with their borrowing needs. It is vital to tailor borrowing to business cycles and avoid over-leveraging.

Govt invites bids for 20 MSME technology centres with private partnership

 

The government has sought requests for proposal (RFPs) for setting up 20 MSME Technology Centres under Public-Private Partnership (PPP) mode. For the first time, private players will partner with the industry to provide technological, incubation, and business advisory support. Establishing these centres will create additional capacity for skilling 4,00,000 trainees and assist one lakh MSMEs, which are the backbone of the economy and major job creators. These centres will be built with an estimated cost of Rs 3,500 crore Pune, Coimbatore, Samba, Nagpur, Bokaro, Jabalpur, Rourkela, Bilaspur, Kopparthy, Rajkot, Thiruvanantpuram, Jhansi, Sindhudurg, Ambala. The private concessionaires would have exclusive rights, licence and authority during the subsistence of to construct, operate and maintain the project for a period of 30 years. The last date for bid submission is December 26.

  • Currently EMS Industry (Contract Manufacturing Services) are valued 832 Bn $ and are projected to grow 1055 Bn by 2025.

  • Domestic electronics manufacturing is estimated at USD 75 Bn of which 39 Bn constitutes EMS value. This is divided into 23.5 Bn domestic Mfg. and USD 15.5 Bn PCBS/Sub-Assembly imports.

  • Further USD 53.5 Bn is finished Electronic Goods imports of which USD 17 Bn is EMS value. Thus total EMS opportunity loss is US$ 32.5 Bn (15.5 +17).

  • The report estimates that EMS production can grow realistically from USD 23.5 Bn today to USD 152 Bn by 2025 at CAGR of 45%. This will meet 75% of the countries EMS requirement of US$ 203 Bn by 2025 against a total estimated market of 400 Bn.
