Limited Guruprasad Mudlapur stated the supply chain
constraints are
still the major challenges for the automotive industry all
over the world. The production of semiconductor
chips is gaining momentum, but the industry needs to
increase the pace. After the COVID-19 and with the
assistance of PLI schemes and other policies, India now has
an immense opportunity to grow its ESDM, automotive, and

Indian Semiconductor Market to Reach
USD 149.05 Bn by 2029, emerging at a CAGR of 27.2 percent

India has become a semiconductor design hotspot, with
roughly 2,000 chips designed each year and over 20,000
experts working on various aspects of chip design and
verification. The semiconductor industry is split into two
parts: fables, which deal with design and fabrication, and
semiconductor foundries, which make the finished microchip.
Very-large-scale integration (VLSI), embedded software, and
electronic design automation (EDA) are the three types of
semiconductor design. VLSI controls the majority of the
Indian semiconductor design sector. While VLSI is big in

1.
The Indian government has extended the Remission
of Duties and Taxes on Exported Products (RoDTEP) scheme until
June 30, 2024. This scheme provides a mechanism for
reimbursement of taxes, duties, and levies at the central,
state, and local levels that are currently not being
refunded under any other mechanism. The extension of the
RoDTEP scheme is expected to have a positive impact on
domestic manufacturing, exports, and job creation. It will
also help the exporting community negotiate export contracts
in the international environment on better terms.
2. In reference to the ELCINA representation dated 20th June
2023, “Continuation of Customs Tariff Heading 9801:
Project Imports - Supporting Growth of Electronics Industry”.
-The Ministry of Finance has extended the exemption/reduced
effective rate regarding Basic Customs Duty to certain
specified project imports till 30 September 2025. The
exemption was earlier expiring on 30 September 2023.
- Notification No. 54/2023-Cus., dated 14 September 2023 has
been issued for the purpose.
3. In reference to the ELCINA representation dated
16th June 2023, “Urgent Appeal to Retain IGST Exemption
for Electronics Manufacturing Units under MOOWR Scheme”.
- The Manufacturing & Other Operations In Warehouse (MOOWR) scheme
, introduced in October 2019, was specifically designed to
promote domestic manufacturing and align with the
Government's vision of "Make in India for the World." Under
this scheme, companies are provided with the option to defer
payment of import duties, enabling them to utilize working
capital for enhancing their manufacturing activities. The
MOOWR scheme has been positioned at par with other export
promotion schemes such as Special Economic Zones (SEZ) and
Export Oriented Units (EOU), attracting numerous
manufacturers to transition to the MOOWR dispensation.
-As per the Finance Bill, 2023, proposed amendment to
Section 65A of the Customs Tariff Act 1962 and intends to
withdraw the IGST exemption on inputs imported into
duty-free bonded warehouses for manufacturing goods meant
for exports under MOOWR .
- As per ELCINA representation, the Ministry of
Electronics and IT (MeitY), Office Memorandum dated 18
August 2023. : The additional mandate for payment of
IGST/Compensation Cess under Section 65A of the Customs Act
(MOOWR Scheme) shall not be applicable on manufacturing of
electronics, semiconductor, etc. under the MOOWR.

CDIL to make components for EV and solar panels
India’s homegrown semiconductor maker Continental Device
India Private Limited (CDIL) on Thursday announced a new
surface mount semiconductor packaging line at its Mohali
campus. With this, CDIL now has 10 assembly lines that are
going to raise its total capacity at the facility to 600
million units, annually. Established in 1964, CDIL has
become India’s first Silicon Carbide components manufacturer
and aims to fuel the growing demands of electric vehicle (EV),
power management (like UPS) and solar energy industry with
high power and more efficient components.

Micron Technology signs deal with Tata
Projects to build new facility in Sanand, starts hiring
process
US chipmaker Micron Technology on Saturday organised a
groundbreaking ceremony at the Sanand industrial area of
Gujarat to flag off the construction of the new
semiconductor testing and packaging plant in Sanand,
Gujarat. The US chipmaker has tied with Tata Projects for
the facility, which is slated to be built with a
$2.75-billion investment in the first phase. The company
also said it has started the recruitment process for the new
plant. PM Narendra Modi signed the agreement with Micron
during his US visit on June 22. The semiconductor firm will
be investing $825 million in Gujarat over a period of seven
years to construct the facility which will come up in two
phases. The combined investment of $2.75 billion is
projected to create around 5,000 direct jobs and offer
15,000 community job opportunities over the next five years.

Capgemini has just acquired HDL design house which
specialises in silicon design and verification services to
enhance the firm’s presence in Eastern Europe and extend
global silicon engineering. This acquisition comes at a time
when its profit rose to almost $900 million dollars for the

the French IT firm has been expanding their generative AI

Tata Group Soon To Invest Rs 200 Crore
For its New Semiconductor ATMP Unit in Kolar District
At the Kolar district in Narasapura region, Tata Group after
acquiring Wistron’s iPhone manufacturing plant is now
planning to invest Rs 200 Crore for a new semiconductor
testing and packaging unit. As per reports, the company is
also planning to provide 155 new employment opportunities.
According to a state industries department official, the
investment will happen soon because Tata has shown interest
in the semiconductor industry for the past one year. ATMP
plays a pivotal role in this industry because after the chip
is printed, it has to be tested and packaged properly before
it is shipped to manufacturers. This investment plan by Tata
Group is closely associated with Karnataka Government’s

Digital India Bill: Govt may ban new
tech if it poses a risk to users, country
Regulating new and emerging technologies have never been
easy. Till now, the norm has been that a new tech would
burst into the scene, and then, a government would try to
grapple with it. For instance, the call for regulation on
cryptocurrency and generative AI followed a similar trend.
To break this cycle, in the upcoming Digital India Bill, the
government may bring in provisions that would prohibit (by

ChatGPT gets access to realtime data,
all set to disrupt flow of news and information
ChatGPT
can now access real-time information on web, meaning users
would now be able to use the chat bot to access news and
information on current affairs. ChatGPT’s parent company
OpenAI said Wednesday (Sep 27) that the bot would now access
data beyond its previously specified September 2021 cutoff.
It added that the news companies will still have full
control over determining how the bot can interact with their
websites and news content. Premium users of ChatGPT
initially were given access to latest information through
Bing search engine but the feature was discontinued later
amid fears that it might allow users to bypass paywalls.

Amended IT rules offer remedy to
victims of fake news: Centre to HC
The recent amendment to India's information technology rules
provides a grievance redressal mechanism for victims of fake
news and false information on social media, according to
Solicitor General Tushar Mehta. The amendment is being
challenged by satirist Kunal Kamra and media organizations,
who argue that it infringes on freedom of speech and
expression. The Bombay High Court expressed concerns about
the lack of recourse for individuals whose posts are removed
or accounts suspended based on the fact-checking unit's
assessment.

Cisco Systems’ $28 billion deal for Splunk is likely to

Airtel asked by TRAI to Pay Rs 2.81
Crore Penalty
Bharti Airtel, a leading communications player in India, has
been penalised by TRAI (Telecom Regulatory Authority of
India) recently. TRAI has levied a financial disincentive or
in simple words, a penalty of Rs 2,81,39,000 on Airtel. The
telecom operator has disclosed the information on a listing
in the stock exchanges. TRAI sent the order to Airtel on
September 27, 2023. The telecom regulatory body has levied a
financial disincentive on Airtel because the telco couldn't
curb the unsolicited commercial communications (UCC) sent on
its network. UCC in simple terms is spam or unwanted

The central government is working to bring a fresh and
updated National Frequency Allocation Plan (NFAP). This is a
central policy that gives a broad overview of how the

No plans for OTTs sharing revenue with
telecom companies, says govt
There is no plan to direct over the top (OTT) communications
players who generate large amounts of traffic to give a
‘fair and proportionate’ share of their revenues to telecom
network operators, the Communications Ministry has said. The
ministry’s view is significant as telecom network operators
have been escalating this issue since July when Trai issued
a consultation paper called ‘Regulatory Mechanism Over OTT
Communication Services and Selective Banning of OTT
Services’. One area Trai is seeking opinions on is whether a
collaborative framework is needed between OTT service
providers and telecom service providers. Related to this is
what potential challenges could emerge from such a framework
on net neutrality, consumer access and consumer choice.

Maruti Chairman: Instead of EVs, India
should shift to hydrogen and ethanol cars
In a recent address at the 50th National Management
Convention organized by the All India Management Association
(AIMA), R.C. Bhargava, the Chairman of Maruti Suzuki, made a
compelling case against electric vehicles (EVs) in India.
Bhargava argued that EVs wouldn’t be environmentally
friendly until at least 50% of India’s electricity comes
from renewable sources. He proposed a shift towards hybrid
fuels like compressed natural gas (CNG) and green fuels such
as ethanol and hydrogen as a more pragmatic alternative.
Bhargava voiced his concerns about the carbon footprint of
electric cars in India, emphasizing that 75% of the
country’s electricity is generated from coal.

electric vehicle sales zoom past 1 million in 2023, shows
data
Electric vehicle (EV) sales in India topped the 1 million
mark in less than nine months in 2023, a milestone that took
an entire year in 2022. According to data from the Ministry
of Road Transport and Highways’ Vahan Dashboard, 1,037,011
EVs were registered with regional transport offices till
September 19, accounting for 6.4 per cent of the total
automobile sales in the country this year. The sales surge
can be attributed to increased individual purchases as well
as business-to-business (B2B) acquisitions by EV fleet
operators, industry sources said. Additionally, the Faster
Adoption and Manufacturing of (Hybrid &) Electric Vehicles
(FAME-II) initiative and the expansion of charging
infrastructure have played a significant role in boosting EV
adoption, they said.

Tesla's rival Vietnamese EV maker
VinFast plans billion dollar investment in India: Report
Vietnam-based electric vehicle maker VinFast Auto, which is
deemed as Tesla's rival is planning to set up a
manufacturing unit in India, according to a report by the
Economic Times. VinFast Auto emerged as the world's
third-most valuable carmaker last month. As per the report,
the Vietnamese EV maker could set up a plant either in
Gujarat or Tamil Nadu. At present the talks are at the
preliminary stage but VinFast Auto is keen to enter India,
the report said citing sources. However, there is no clarity
whether VinFast is looking at exports or whether the new
production unit would only serve the Indian market.

Indian Navy’s proposal for acquiring a second Vikrant-like
aircraft carrier displacing 45,000 tonnes, and estimated to
cost of around ₹40,000 crore, according to defence sources.
However, the DPB is yet to clear it after which it will be
put for final approval by the Defence Acquisition Council (DAC)
headed by the Defence Minister, a source said. The DPB which
met last Friday discussed the issue and they are expected to
continue in the next meeting as well, the source said.

India's new long-range anti-ship
missile to have range of over 500 km, more than brahmos
According to a report by Times Now, the missile being tested
is likely to be a new long-range anti-ship missile (LRSAM)
developed by the Defence Research and Development
Organisation, with a range of more than 500 kilometres. In a
significant development, India is preparing for the maiden
trial of a highly anticipated long-range anti-ship missile.
The trial is scheduled to take place early next month, from
Abdul Kalam Island, off the coast of Odisha, in the Bay of
Bengal. The Notice to Airmen (NOTAM) issued by India
suggests that the test will be conducted between 5 to 9
October.

Not atags, vajra or dhanush. A new gun
will be the mainstay of indian artillery
It’s not the indigenous Dhanush or the Advanced Towed
Artillery Gun (ATAGS) but the new 155 mm/52 Calibre Towed
Gun Systems (TGS) that’s earmarked to be the mainstay gun of
the artillery in the future. Sources in the defence and
security establishment told that while a Request for
Proposal (RFP) for ATAGS had been sent to the Indian firms
Kalyani Group and TATA — both of which have developed the
weapon — what the Army is actually looking at is the much
lighter and more agile TGS, which has more automation than
ATAGS. In December last year that the Indian Army issued a
fresh Request for Information (RFI) to acquire a 155mm/52
calibre TGS that had opened up a new avenue for induction of
an Israeli gun that the Army was keen on.

OpenAI turning to designer Jony Ive
for 'AI iPhone': Report
Apple's former lead designer Jony Ive is in talks to team up
with ChatGPT creator OpenAI to create an "iPhone of
Artificial Intelligence," the Financial Times reported on
Thursday. Citing three unnamed sources, the report said
OpenAI CEO Sam Altman had turned to Ive's company LoveFrom
to develop what would be the ChatGPT creator's first
consumer device. The project would be financed with an
investment of $1 billion by Japanese conglomerate Softbank,
with its chip design company Arm playing a key role.

MSME Minister holds discussions on

Micro Small and Medium Enterprises (MSME) Minister
T.M.Anbarasan on Tuesday held discussions with stakeholders
from the MSME sector regarding the ongoing issues pertaining
to electricity charges. Minister for Industries, Investment
Promotion and Commerce T.R.B.Rajaa was also present at the
meeting that happened in Chennai. J. James, one of the co-ordinators
of Tamil Nadu Industrial Electricity Consumers Association,
said the Ministers listened to their demands and said they
will discuss and come back in three days. “We hope they will
revert with a positive response,” he said.

should spur the government to give a big push to the MSME
sector by simplifying the regulatory process and enhancing
their access to affordable capital, say experts. The
commitments made in the G20's New Delhi declaration with
regard to the MSMEs ought to be followed by the member
nations as the sector has the potential to generate
employment and promote sustained growth. Chairman of CII
Delhi State Council and MD and CEO of Samtel Avionics
Limited Puneet Kaura said the MSME is considered important

Claims of more than 10,000 MSMEs
accepted under Vivad se Vishwas-I scheme, says Govt
Government has said that the claims of more than ten
thousand Micro, Small and Medium Enterprises (MSMEs)
accepted under Vivad se Vishwas-I scheme. Union Finance
Ministry said, this has led to a grant of more than 256
crore rupees to MSMEs and increased flow of bank credit
through freeing up of guarantees. The Vivad se Vishwas
scheme was launched for providing relief to MSMEs for the
COVID-19 period. The Ministry said, the highest relief of
over 116 crore rupees has been granted by the Ministry of
Petroleum and Natural Gas. The relief provided under this
scheme were in continuation to the efforts of the Government
in promoting and sustaining the MSME sector severely
impacted by the COVID-19 pandemic.
