include the establishment of an industry-led Hacking Policy
Council, which would be designed to bring “like minded

Foxconn To Invest $820M In EV Plant in
Taiwan
Taiwanese electronics contract manufacturer Hon Hai
Precision Technology (Foxconn) will invest $820 million over
the next three years to build a new manufacturing facility
in Kaohsiung, southern Taiwan as it looks at venturing into
the electric vehicles (EV) sector. The proposed facility
will reportedly have plants for making electric buses and
batteries for EVs. Taiwan intends to become a major player
in the EV industry, with the government providing incentives
to attract investment and support the development of local
talent in the field. Foxconn has been eyeing the EV segment
for quite a while to diversify its operations from its major
Apple business. Apart from Taiwan, it has also partnered
with companies in Thailand and Saudi Arabia.

What Forced Samsung To Reduce
Production of Memory Chips
The South Korean global electronics giant Samsung has now
decided to reduce production of memory chips after the
company witnessed a 96 percent decline in quarterly
operating revenue. As the demand for memory chips dropped
significantly after Covid and the slow pace of the
international economy has spearheaded the slow sales, claims
Samsung. Media reports highlighted those operating revenues
of the company slumped to 600 billion won in January to
March from 14 trillion won the preceding year. But the point
to be noted is that although Samsung opted to slow chip

Down in Q1, US IT job market rebounded
slightly in March: Report
Economic uncertainty coupled with widespread tech industry
layoffs drove CIOs and CFOs to slow IT hiring last quarter.
March was the first month this year that saw an uptick in
the number of IT jobs added, according to a new report. In
the first quarter of 2023, the US IT job market lost 13,700
jobs, according to management consulting firm Janco
Associates. That contrasts with 51,000 jobs created in Q1 of
2022. Currently, there are now just over 4.18 million jobs
for IT professionals in the US. Layoffs by tech giants
including Accenture, Microsoft, Meta, and Alphabet have
meant about 170,000 workers losing their jobs in the first
quarter, according IT industry jobs tracker Layoffs.fyi.

Yet more digital spies targeting
iPhones exposed by security researchers
Just weeks after President Biden signed an executive order
designed to prevent the US government from purchasing
commercial spyware used to subvert democracies, researchers
have identified yet another shameful zero-click, zero-day
exploit that targeted iPhone users. This spy-for-hire
‘solution’ was sold by an Israeli firm called QuaDream.
QuaDream’s attacks have been exposed by security researchers
at Microsoft and Citizen Lab. QuaDream is a more secretive
entity than NSO Group but shares much of the same pedigree,
including being founded by ex-NSO Group employees and having
connections to Israeli intelligence. Its attacks were first
exposed last year, but the researchers have since found more
about how these digital mercenaries worked.

Amendment Empowers Centre To Identify 'Fake News' In Social
Media About Central Govt
On 6th April, 2023, the Ministry of Electronics and
Information Technology (MeitY), Government of India,
notified the Information Technology (Intermediary Guidelines
and Digital Media Ethics Code) Amendment Rules, 2023. The
2023 amendment confers power on MeitY to notify a fact check
unit of the Central Government that will identify fake or
false or misleading online content in respect to any
business of the Central Government [Rule 3(1)(b)(v)]. Under
Section 3, one of the due diligence requirement added is
that social media intermediaries (such as Facebook, Twitter)
and telecom service providers shall inform the user not to
host, display, upload, modify, publish, transmit, store,
update or share any information in respect of any business
of the Central Government, that is identified as fake or
false or misleading by such fact check unit.

Apple Pledges Additional USD 200
Million for Carbon Removal Projects
Apple has announced a major expansion of its Restore Fund,
which aims to support the development of high-quality,
nature-based carbon removal projects. The initiative was
first launched in 2021 with an initial commitment of up to
USD 200 million from Apple, Goldman Sachs and Conservation
International. The Restore Fund has now been expanded, with
an additional fund, including new investment from Apple and
a new portfolio of carbon removal projects, according to the
statement released. The goal of the fund is to encourage

while scaling natural carbon removal solutions to address
residual emissions businesses cannot yet avoid or reduce

India lacks transparency in Internet
shutdowns: US advocacy group
There is a serious "lack of transparency" around the
procedures adopted for manddating Internet shutdowns in
India and indefinite blackouts cause huge economic losses
and unreliable user experience, an US-based advocacy group
said. Of the 187 shutdowns across 87 countries in 2022,
India ranked top for a fifth consecutive year, according to
the Shutdown Tracker Optimization Project (STOP database).
The law was amended by the government that promulgates the
temporary suspension of telecom services under the Public
Emergency or Public Safety) Rule 2017.

UK government gives telecoms sector
buying signal over mega-mergers
The headline news, as far as the government is concerned, is
that it’s providing up to £148 million of public money to
‘boost UK’s digital connectivity’. This is comprised of ‘up
to’ £100 million for 6G research, £40 million to ‘promote
investment and adoption of 5G by businesses and public
services’, and £8 million to help connect some remote
locations to satellite broadband. But the potentially most
juicy part of the announcement is contained in the following
paragraph: “To help the mass adoption of 5G across the
country, the strategy sets out a clear pro-investment
framework for mobile network operators by driving down
deployment costs and improving demand. The Government has
also reconfirmed that there is no ‘magic number’ of mobile
operators, whilst noting all decisions on consolidation are
for the Competition and Markets Authority.”

China and US ramp up AI oversight
The US National Telecommunications and Information
Administration (NTIA) has launched an ‘AI Accountability
Request for Comment’, to try to get a better idea of how
best to impose guard-rails on the development of AI.
Specifically it’s trying to work out how to allow AI to
develop while mitigating the potential harms of sentient
computers, belligerent robots, etc. Meanwhile, as reported
by the FT, the Cyberspace Administration of China wants to
have a much greater role in how AI manifests itself there.
“Content generated by generative artificial intelligence
should embody core socialist values and must not contain any
content that subverts state power, advocates the overthrow
of the socialist system, incites splitting the country or
undermines national unity,” the CAC rules reportedly state,
revealing much about the extent to which politics permeates
everything there.

Demand drives up India's EV sales
despite policy confusion
Though uncertainty about the subsidy policy has slowed
production, India’s electrical vehicles (EV) industry is
being driven by robust demand. Electric vehicle sales in
India crossed one million (10 lakh) in FY23, with
two-wheelers contributing the bulk of sales. The Society of
Manufacturers of Electric Vehicles (SMEV) said the entire EV
industry sold 11,52,021 units, or 58% more than the 7,26,861
units sold in FY22. Two-wheelers contributed over 60% of
sales with 7,26,976 high-speed electric two-wheelers sold.
But production tapered off towards the end of the fiscal.
The final sales figures were well short of the minimum
target of 10 lakh EV two-wheelers in FY23 set by Niti Aayog.

Electric vehicle sales cross 1-mn
units in India, register growth of 58%
Electric vehicle sales in India have crossed the milestone
of one million units in FY23, reports The Times of India (ToI).
Citing data from the Society of Manufacturers of Electric
Vehicles (SMEV), the report said that overall the EV
industry registered sales of 1,152,021 units. This number
includes e-buses, e-cars, e-three-wheelers, and
e-two-wheelers sold in the FY23. Notably, sales last fiscal
year stood at 726,861 units. There has been an effective
growth of 58 per cent in electric vehicle sales in the
country, the report said. Two-wheelers are the biggest
contributors, at 62 per cent of total EV sales in the
country. A total of 726,976 e-two-wheelers were sold in
FY23. Electric three-wheelers comprised the second-biggest
portion of the electric vehicle sales, registering 401,841
units.

Why Switzerland Decides to Terminate
Exemption of Import Tax Duty on EVs
In an effort to boost the growth of electric vehicles and
make it more popular among the people, the Switzerland
government has now announced that from 2024, the automobile
industry is likely to witness a import tax duty on EVs. Ever
since electric cars made its way in the country in 1997, the
import tax duty was not made mandatory. The official federal
council added that the decision has been taken to tackle the
low return in income from the automobile tax and it will
fortify public finances in a large-scale manner. Counting
the import value, the automobile tax is an impose of 4
percent and is not the final sales price of the vehicles.
Now, as the volume of electric vehicles has increased over
the years, the exemption is not required, feels the
government. This is because the price of EVs is almost the
same as the traditional IC combustion engine vehicles.

electric vehicle race in India
Propelled by robust growth in the two- and three-wheeler
segments, electric vehicle (EV) sales surged 2.6 times in
2022-23 to cross the one million-mark for the first time
ever. As per the latest numbers, 11.8 lakh EVs were sold
during the last financial year. However, data shows that
despite tax incentives, the sales of electric-powered
passenger and commercial vehicles continue to be tepid.
While EVs are making a dent in the two-wheeler and
three-wheeler segments, the share of passenger cars and
commercial vehicles is a meagre 4.2 per cent in the total
electric vehicles sold. While entry-level conventional
passenger cars cost Rs. 4-5 lakh, Rs. 6-8 lakh will be a
good price range for EVs to grab a share in the market.
However, that is not happening anytime soon, Singhania
added. As per his assessment, it would take up to five years
for the EVs to come at an affordable price.

U.S. proposes 56% vehicle emissions
cut by 2032, requiring big EV jump
The U.S. Environmental Protection Agency (EPA) on Wednesday
proposed sweeping emissions cuts for new cars and trucks
through 2032, a move the agency says could mean two out of
every three new vehicles automakers sell will be electric
within a decacde. The proposal, if finalized, represents the
most aggressive U.S. vehicle emission reduction plan to
date, requiring 13% annual average pollution cuts. The EPA
is also proposing new stricter emissions standards for
medium-duty and heavy-duty trucks through 2032.

A year after the Ukraine war began, there are growing
speculations about the ability of Russia, hit by heavy

Rri, navy set for quantum computing
tech leap in secure communication
Raman Research Institute (RRI) will collaborate with the
Indian Navy’s combat systems engineering wing on quantum
technologies to develop secure communication channels of
strategic importance. The Bangalore-based institute entered
a five-year Memorandum of Understanding with Weapons and
Electronics Systems Engineering Establishment (WESEE) in
Delhi on Thursday. The partnership was formalised five days
after RRI announced a breakthrough demonstration in
establishing secure communication between a stationary
source and a moving receiver using quantum key distribution.
The Navy said enhancing research in quantum technologies for
maritime use cases is in line with India’s push for
self-reliance. Quantum technologies facilitate the secure
transmission of sensitive information and minimise the risk
of network breaches, making them increasingly critical to
advanced military plans.

India Smart TV Shipments Grew 28% YoY
in 2022: Online Volume 33% of Total
India’s smart TV shipments grew 28% YoY in 2022, according
to the latest research from Counterpoint’s IoT Service. The
growth for the year was primarily driven by strong shipments
during the festive season in the third quarter, multiple new
launches, discounts and promotions, and the demand for
bigger screen-size TVs in the lower price tier. For Q4 2022,
the growth was almost flat at 2% YoY due to a slowdown in
demand after the festive season. Consumers are preferring
bigger screen sizes, especially 43”, due to which the smart
TV shipments in this display size grew 29% YoY in 2022. This
size has also started trickling down to the budget price
range (INR 20,000-INR 30,000 or ~$243-$364). Dolby

Survey: 28% of US Smartphone Users
Highly Likely to Opt for a Foldable as Next Purchase
The foldable smartphone is the latest big innovation in the
smartphone space, both in terms of hardware and software.
The installed base of foldable smartphones in the US stood
at 4.7 million in 2022, according to Counterpoint Research.
To better understand opinions and preferences in the US
around foldable smartphones, Counterpoint Research conducted
a consumer study in the country. Respondents from a higher
income bracket are more likely to purchase a foldable phone,
with those having a monthly income of $10,000 and above most
likely (41%) to opt for a foldable as their next smartphone
purchase. On the other hand, the preference for the
book-type foldable is stronger among female respondents
(40%) than male respondents (30%). More than half of the
male respondents prefer the flip-type foldable, whereas the
preference for the flip-type foldable is slightly lower
among the female respondents at 47%.

MSME loan defaults: Micro units turn
NPAs under govt's ECLGS scheme
The micro-enterprise segment in the country is facing
significant distress, as indicated by the fact that 17.27
lakh units, which had availed credit under the Emergency
Credit Line Guarantee Scheme (ECLGS), have turned into
non-performing assets (NPAs) as of March 24, 2023. According
to data from the Department of Financial Services (DFS),
shared by MSME Minister Narayan Rane in the Rajya Sabha
recently, the majority of beneficiaries under the Emergency
Credit Line Guarantee Scheme (ECLGS), which expired on March
31, 2023. As of February 28, a total of 1.13 crore MSME
borrowers were supported with a guaranteed amount of ₹2.40
lakh crore under the Emergency Credit Line Guarantee Scheme
(ECLGS). Out of these borrowers, 97.6 per cent, or 1.10
crore borrowers, were micro and small units.

Govt invites bids from CPSEs to set up
20 new MSME Technology Centers
The Office of the Development Commissioner (DC) under the
MSME ministry, which assists the latter in formulating,
coordinating, implementing and monitoring different MSME
policies, is looking to engage a central public sector
enterprise (CPSE) as a nodal agency to expand the number of
technology centres and extension centres across the country
under the scheme Establishment of New Technology Centres/Extension
Centres (TC/EC). In a request for proposal, the DC office
said it “intends to engage a CPSE to work as a Nodal Agency
for the establishment of new Technology Centres (TCs) and
Extension Centres (ECs) on a turnkey basis.” ECs are a
smaller version of TCs and essentially an extension of a TC
of a particular sector.

Govt Aims to Turn 1,000 Msmesinto Ventures with Rs 100 Cr
Turnover In 4 Years
On Monday, Pinarayi Vijayan, Chief Minister of Kerala
launched the 'Mission 1000' with an objective to select
1,000 micro, small and medium enterprises (MSME) and turn
them into ventures with Rs 100 crore turnover in four years.
The initiative was inaugurated in Kochi and is a
continuation of the 'Year of Enterprises' programme launched
by the industries department in the last financial year.
Under the MSME scale-up mission – Mission 1000 - the
enterprises, which meet basic criteria set by the
department, will get government support. The enterprises
should be at least three years old. Speaking about the
initiative, the CM said the government intends to ensure the
success of the enterprises and its sustainability.

RBI paper: FDI plays greater role in

A working paper by the Reserve Bank of India (RBI) analyzing
the impact of foreign direct investment (FDI) on
profitability has said that FDI plays a greater role in
enhancing the profitability of larger companies as compared
to smaller companies. The age and size of a company are one
of the factors that determine the profitability of FDI-receiving
companies, that is, “older and smaller companies are likely
to be less profitable.” This is because in larger companies,
the management is often more focused on preserving
/improving its reputation, which helps in attracting greater
FDI, the paper published on Tuesday said. Hence, larger

To Accelerate MSME Growth, J&K Bank
Signs MoU With CIMSME
Forging partnership with Chamber of Indian Micro, Small &
Medium Enterprises (CIMSME) to accelerate growth of
manufacturing enterprises, J&K Bank today signed a
Memorandum of Understanding (MoU) with the country’s apex
chamber of MSMEs that represents their interests and issues
with the Government and various Regulators while being
active participant in MSME related policymaking. General
Manager (Corporate Banking/MSME/Agriculture) Ashutosh Sareen
signed the MoU on behalf of the Bank, while as, President
Mukesh Mohan Gupta put in his signatures representing CIMSME
in presence of MD & CEO J&K Banl Baldev Prakash, Executive
Director Sudhir Gupta, General Manager Narjay Gupta,
Director (CIMSME) Subhash Joinwal, DGMs and other senior
Bank officials. Bank’s Divisional Heads also joined the
function through VC Mode.

Services) are valued 832 Bn $ and are projected
to grow 1055 Bn by 2025.

Domestic electronics manufacturing is estimated
at USD 75 Bn of which 39 Bn constitutes EMS
value. This is divided into 23.5 Bn domestic
Mfg. and USD 15.5 Bn PCBS/Sub-Assembly imports.

Further USD 53.5 Bn is finished Electronic Goods
imports of which USD 17 Bn is EMS value. Thus
total EMS opportunity loss is US$ 32.5 Bn (15.5
+17).

The report estimates that EMS production can
grow realistically from USD 23.5 Bn today to USD
152 Bn by 2025 at CAGR of 45%. This will meet
75% of the countries EMS requirement of US$ 203
Bn by 2025 against a total estimated market of
400 Bn.
