subsidy, free charging.
In a bid to increase the adoption of electric vehicles in
the workplace, the Delhi transport department is planning to
make a special reference in the Electric Vehicle Policy for
government employees under which they will get subsidies and
free charging facilities, among others, said officials.
According to senior government officials, as of now, there
is special mention of subsidies for government employees.

Japan to
give up to $1.8 billion in subsidies for storage battery,
chip projects
Japan will provide as much as $1.8 billion in subsidies for
a slate of storage battery and chip-related projects,
Industry Minister Yasutoshi Nishimura said on Friday,
marking Tokyo’s latest push towards greater supply chain
security. The government plans to give up to 184.6 billion
yen ($1.38 billion) in subsidies for eight storage
battery-related proposals and up to 56.4 billion yen for two
semiconductor-related projects, Nishimura told reporters.
Among the proposals that it will subsidize is a plan by
automaker Honda and battery maker GS Yuasa to invest about
430 billion yen to boost storage battery production, with
the ministry providing up to 158.7 billion yen in subsidies
for the project.

Technology companies report dismal Q4 earnings
It has been a dismal fourth quarter for the Indian
Information Technology companies. All of them struggled as
clients cut back on discretionary spending. Three out of the
five large cap IT companies have reported a decline in their
topline for the quarter ended March 2023. Wipro clocked in a
revenue decline of 0.6 percent on a quarter on quarter basis
but the bigger miss was in their June quarter guidance. They
expect Q1FY24 growth to contract by 1 to 3 percent. However,
the company has announced a tender buyback of Rs 12,000
crore at a price of Rs 445 per share.

92% of Wipro’s new campus hires who were offered a lower
salary option in order to fast-track onboarding have
accepted the company’s offer, a top executive told ET. Last
year, the Bengaluru-based IT major had offered some of its
new campus hires four to six-month-long ‘Velocity’
programmes to upgrade their salary packages from the initial
offer of Rs 3.5 lakh per annum to Rs 6.5 lakh. However, it
later offered some of them the option to choose the original
package of Rs 3.5 lakh for faster onboarding in February.

Microsoft to hire 100K young women for
cybersecurity team by 2025
Microsoft has said that it is initiating new partnerships
under its Ready4Cybersecurity programme in Asia to skill and
certify 1,00,000 young women and underrepresented youths in
cybersecurity by 2025. This is the second year of the
Ready4Cybersecurity programme and the stated that the new
partnerships will enhance opportunities for employment in
cybersecurity, fill the talent gap, and build a diverse
cybersecurity workforce. Given that women will make up only
25 per cent of the cybersecurity workforce globally, and the

New IT rules dont seem to protect
parody or satire, says HC
The Bombay High Court on Monday said the Information
Technology (IT) Amendment Rules, 2023 does not seem to offer
protection to fair criticism of the government through
parody or satire. A division bench of justices Gautam Patel
and Neela Gokhale was hearing a plea by political satirist
Kunal Kamra challenging the constitutional validity of the
IT (Intermediary Guidelines and Digital Media Ethics Code)
Amendment Rules, 2023 calling them “arbitrary, violating
fundamental rights of speech and expression and vague.” The
Ministry of Electronics and Information Technology had filed
an affidavit stating the Central government will only direct
removal of false or misleading information pertaining to
government policies and programmes as false news travelled
six times faster than truth.

Vodafone Idea surges 6% on Emirates
Telecom stake boost for Vodafone Plc
The share price of Vodafone Idea, India's third-largest
telecom company, gained 6 percent on April 26 after Emirates
Telecommunications Group Co (e&) increased its stake in
Vodafone Group Plc, the holding company of Vodafone Idea,
from 14 percent to 14.6 percent. As of December 2022, the
promoters held around 75 percent in Vodafone Idea, with
Vodafone Plc holding 48 percent and the Aditya Birla Group
holding 27 percent. According to e&, it has received
regulatory approval to raise its stake in Vodafone Plc to 15
percent. The company has explored potential investment in
Vodafone's African business, Vodacom Group Ltd, media
reports said. The Emirati company is also discussing
revamping the board with the British telecom group.

Indus Towers pushes Vi to clear dues,
may not allow any new payment plan
Indus Towers is now pushing Vodafone Idea (Vi) to clear its
past outstanding and has ruled out any further relaxation in
the payment plan that was thrashed out earlier this year
with its key, cash-strapped Telco customer. At its fiscal
fourth quarter earnings call Thursday, Indus’ top management
said that while Vi has started clearing 90-100% of current
dues, the tower company is closely monitoring the telco’s
payment patterns and its funding situation to recover its
accumulated past dues as per the agreed schedule.

American Tower Corp Explores Options
for its Indian Unit
American
Tower Corp (ATC) is reportedly considering a sale of its
wholly owned Indian unit, ATC Telecom Infrastructure Pvt Ltd
(ATC TIPL), after its efforts to sell a 50% stake failed to
attract any buyers. The tower company is said to be open to
selling a majority stake or even 100% ownership and exiting
the country. According to an ET report, ATC has re-engaged
with Canada’s Brookfield, which is evaluating a full buyout
and has held separate discussions with US infrastructure
fund Stonepeak Partners. It has also approached Macquarie
and KKR & Co through its advisors, although discussions with
the latter two are believed to have been lukewarm. Stonepeak,
with $55 billion of assets under management, has no presence
in India, but it is a stakeholder in ATC’s US data-centre
business.

Refuses to Reduce Levies, Citing Potential Revenue Loss:
Report
The Department of Telecommunications (DoT) has refused to
reduce the licence fees of telecom operators, dismissing
repeated calls from the industry and suggestions from the
Telecom Regulatory Authority of India (TRAI). According to
officials, the department has informed the industry that it
has already taken many steps, and a lot has already been
done to support the sector, and reducing levies will lead to
a loss for the exchequer, ET reported. The DoT has also
turned down the TRAI's recommendation to reduce the
universal services obligation (USO) levy to 3% from 5%,
claiming that this would result in a revenue loss.

Rising Demand for Electric Vehicles
Fuels 35% Sales Growth Forecast in 2023
Over 10 million electric cars were sold globally in 2022,
and the sales are anticipated to increase by 35% this year,
reaching a total of 14 million, finds a report by the
International Energy Agency (IEA). The report finds that
this year, there will be another record-breaking surge in
global sales of electric cars, resulting in a larger share
of the overall car market. This growth has led to an
increase in the electric cars’ market share from about 4% in
2020 to 14% in 2022, and it is expected to rise to 18% this
year, according to the IEA projections. IEA Executive

There's a case for small electric cars
on Indian streets
I recently asked a senior executive at a leading SUV maker
in India for an opinion on a tiny two-door electric car that
has just been launched in the country. “In India, people are
very conscious of their status. Do you think you will ever
take this small car to a wedding in your family, with your
mom and dad packed away in the back seats, and awkwardly get
out of a two-door car in front of your relatives?" If I was
being honest with myself, probably not. Most certainly not.
And a small electric micro-car, smaller even than a Tata
Nano, isn’t meant for that purpose either—you don’t pack
away your family of four in a car like that to attend a
wedding or go out of town.

Honda outlines global strategy for electric cars
Honda is gearing up for an electrification shift in North
America with two models developed with General Motors going
on sale next year and a bigger EV with a new platform in
2025, a year earlier than initially announced. "We believe
that the value society places on being kind to the
environment will only build in momentum," President
Toshihiro Mibe said Wednesday in announcing a sprawling set
of initiatives intended to put Honda on the global EV map.
Mibe told reporters Tokyo-based Honda will forge ahead on

Odisha amends electric vehicle policy,
hikes two-wheeler subsidy to Rs 20k
Odisha government on Wednesday amended the Electric Vehicle
Policy-2021 by increasing the subsidy on the purchase of
two-wheeler, three-wheeler and four-wheeler vehicles
substantially. The State Transport Department informed this
through a notification. The maximum subsidy the State will
provide on the purchase of electricity-powered two-wheelers
is Rs 20,000. Similarly, Rs 30,000 will be provided for
three-wheelers and Rs 1.5 lakh subsidy will be provided for
four-wheelers. The Odisha government had brought the "Odisha
Electric Vehicle Policy, 2021" with a targeted adoption of
20% electric vehicles by the end of 2025 as a measure to
reduce vehicular pollution.

Army to test niche-technologies,

The Army on Thursday said it has decided to operationalise
command cyber operations and support wings as part of an
overall approach to absorb niche technologies and modernise
its online networks. The decision to have dedicated cyber
operations wings was taken at the Army Commanders Conference
that took place from April 17 to 21. With rapid migration
towards net centricity, which entails an increased reliance
on modern communication systems, the Army commanders
reviewed the requirement to safeguard the networks and
decided to operationalise Command Cyber Operations and
Support Wings (CCOSW) in the immediate future, the Army
said. Sources said a large number of niche
technology-enabled equipment are being inducted into the
Indian Army including swarm drones, loitering weapon systems

Even as the Indian Space Research Organisation (ISRO) is
gearing up for the launch of the Chandrayaan-3 this year,
work on another moon mission involving India and Japan,
Lunar Polar Exploration (LUPEX), has been gathering steam in
the last few days. The Indo-Japanese LUPEX mission is
envisaged to explore the permanently shadowed regions or the
dark side of the moon. A team from Japan Aerospace
Exploration Agency (JAXA) is in India and meeting with ISRO
scientists and engineers involved in the LUPEX mission. The
status of ISRO’s instruments on the rover was also shared

Smartphone Market Records Highest Ever Q1 Decline of 19%, 5G
Smartphones Contribution at 43%
India’s smartphone shipments declined 19% YoY in Q1 2023
(January-March) to reach over 31 million units, according to
the latest research from Counterpoint’s Market Monitor
service. This was the highest ever Q1 decline seen by
India’s smartphone market, besides being the third
consecutive quarterly decline. Sluggish demand, high
inventory build-up carried over from 2022, growing consumer
preference for refurbished phones and pessimistic channel
view of the market contributed to this decline. The
quarter’s silver lining came from 5G smartphones, whose
contribution (43%) crossed 40% for the first time,
registering 23% YoY growth as consumers kept upgrading to 5G
devices. Channel players are now focussing on getting rid of

as demand woes hit growth: Report
3M Co will cut about 6,000 positions globally in a second
round of lay-offs this year, as the U.S. industrial
conglomerate looks to rein in costs amid waning demand for
consumer electronics. The diversified manufacturer said on
Tuesday it will shift its focus to high-growth businesses,

LG Electronics Q1 profit down 23% at
1.49 trn on dampened consumer demand
LG Electronics on Thursday said its operating profit for the
January-March period declined 23 per cent from a year
earlier amid the on-going macroeconomic woes that dampened
consumer demand. The South Korean tech company posted a
first-quarter operating profit of 1.49 trillion won ($1.1
billion), down 22.9 per cent from a year earlier but 20.6
per cent higher than the average estimate by Yonhap Infomax,
the financial data firm of Yonhap News Agency. Sales
decreased 2.6 per cent to 20.41 trillion won. Net profit
came to 546.5 billion won, down 61 per cent from a year
earlier. LG's quarterly operating profit has actually risen
from a year ago, considering the 80 billion-won one-off
gains from patent licenses that the tech firm made in the
first quarter of last year.

corporation reported that “overall consumer spending slowed

Economists see MSME sector to be worth

Govt purchases from MSMEs record an
all time high in FY23: Official Data
In the fiscal year 2022–2023, purchases by government
organizations from micro and small enterprises reached a
record high. According to the official data, Central Public
Sector Enterprises (CPSEs) purchased goods and services from
2.16 lakh MSEs for a total of Rs 58,429 crore during FY23,
an increase of 9.3% from the Rs 53,423 crore in purchases
made from 2.25 lakh MSEs during FY22. According to the
Public Procurement Policy for MSEs, Order 2012, it is
required that central ministries or enterprises purchase a
minimum of 25% of their annual total from MSMEs.

MSME sector’s revenues likely to cross
pre-pandemic levels in 2023-24: RBI Bulletin
India’s MSME sector recovering from the Covid impact is
likely to grow past the pre-Covid period in revenues this
fiscal, according to the Reserve Bank of India’s (RBI)
latest monthly bulletin. “The MSME sector is on a path of
recovery with revenues likely to cross pre-pandemic levels
in 2023-24, except for export-oriented sectors affected by
global headwinds,” said an article by multiple authors
including RBI’s Deputy Governor Michael Debabrata Patra and
Deba Prasad Rath, Principal Adviser at the central bank’s
Department of Economic Policy and Research in the April
bulletin. Earlier this year, the Economic Survey 2022-23 had
also highlighted MSMEs’ recovery as reflected in the GST
data.

Currently EMS Industry (Contract Manufacturing
Services) are valued 832 Bn $ and are projected
to grow 1055 Bn by 2025.

Domestic electronics manufacturing is estimated
at USD 75 Bn of which 39 Bn constitutes EMS
value. This is divided into 23.5 Bn domestic
Mfg. and USD 15.5 Bn PCBS/Sub-Assembly imports.

Further USD 53.5 Bn is finished Electronic Goods
imports of which USD 17 Bn is EMS value. Thus
total EMS opportunity loss is US$ 32.5 Bn (15.5
+17).

The report estimates that EMS production can
grow realistically from USD 23.5 Bn today to USD
152 Bn by 2025 at CAGR of 45%. This will meet
75% of the countries EMS requirement of US$ 203
Bn by 2025 against a total estimated market of
