India PLI Scheme for
Design-Led Manufacturing of 5G Products
India amended its PLI
scheme for telecom and networking products to
include design-led manufacturing of 5G products.
The expanded PLI scheme closed for applications
on August 25, 2022. The Department of Telecom (DoT)
received 32 applications as of deadline. Among
new notable applicants to the telecom PLI scheme
is Samsung, which seeks to manufacture 4G and 5G
telecom equipment in India for sales in the
domestic market and overseas. Leading global
firms like Cisco, Jabil, Flex, Foxconn, Nokia,
and Ericsson have also applied to the amended
PLI scheme.
The amended PLI scheme will
facilitate design-led manufacturing and offers
an additional incentive rate of one percent over
and above existing incentive rates; a portion of
INR 40 billion out of the scheme�s budgeted INR
121.95 billion has been set aside for it. There
are 11 new telecom and networking products under
the amended scheme. Further, the DoT extended
the PLI Scheme by one year as many companies
have suffered due to COVID-linked disruptions.
Beneficiaries can choose the financial year
2021-22 or financial year 2022-23 as their first
year of incentive and can claim benefits for
only five years.

Telcos may set up infra on
pvt property sans nods
According
to the amendments, notified on August 17 and
made public by Union Communications Minister
Ashwini Vaishnaw on Thursday, for the
�establishment of overground telegraph
infrastructure over any private property, the
licensee (telecom company) shall not require any
permission from the appropriate authority�.
Telecom operators will no longer be required to
seek approval from authorities for laying
cables, installing mobile towers, or poles over
private properties, according to amendments to
the Right of way Rules notified by the Ministry
of Communications. According to industry
executives, the changes will help telcos set up
telecom infrastructure at institutions like
hospitals and airports in a much shorter time
frame. According to the amendments, notified on
August 17 and made public by Union

South Korea: Samsung boss
receives presidential pardon
South
Korea�s President Yoon Suk-yeol pardoned Samsung
Electronics Vice Chairman Jay Y. Lee on Friday,
with South Korea�s Justice Ministry saying the
business leader was needed to help overcome a
�national economic crisis�. The pardon is
largely symbolic, with Lee already out on
parole after serving 18 months in jail for
bribery relating to his time leading the world�s
biggest smartphone and memory-chip maker.
However, it should mean Lee will be able to
carry out business activities more freely and
could herald some big moves from Samsung,
analysts said. �With urgent needs to overcome
the national economic crisis, we carefully
selected economic leaders who lead the national
growth engine through active technology
investment and job creation to be pardoned,�
Justice Minister Han Dong Hoon told a briefing.
Lee, a scion of Samsung�s founding family,
welcomed the decision and vowed to work hard for
the national economy, Yonhap news agency
reported. Also pardoned by pro-business
President Yoon was Lotte Group chairman Shin
Dong-bin, who was sentenced to a
two-and-a-half-year prison sentence on charges
of bribery.

Government exploring to
limit charging ports only to 'two types' for
phone, laptop and tablets
In a move that would bring
relief to large numbers of consumers using
mobile phones, tablets, earbuds, speakers and
laptops, the government is looking into the
possibility to have only two types of charging
ports in India for all such devices. This will
put an end to buying a new charger every time
you go for a new device. The consumer affairs
ministry has called a meeting of all major
industry associations and sector specific
organisations on August 17 to assess the
�possibility of ending the redundancy of having
multiple chargers in every household�. In a
letter addressed to industry leaders last week,
consumer affairs secretary, Rohit Kumar Singh,
has said while a large number of consumers in
India use small and medium sized portable
electronic devices that have a USB Type-C
charging port, a substantial number of consumers
also use feature phones which have a different
charging port. �Therefore, it�s about time that
we start exploring a framework of adopting �only
two� types of charging points i.e., one for
small and medium size devices such as
smartphones, laptops, tablets, earbuds speakers
etc and other for feature phones,� the letter
said.

Produce 51,000 Units due to Chip shortage In Q1:

Maruti
Suzuki could not produce 51,000 units in the
April-June quarter owing to the ongoing chip
shortage situation, according to a senior
company official. The country's largest
carmaker, which sold a total of 4,67,931
vehicles during the June quarter, noted that the
semiconductor shortage is a challenge in
planning its production activities. "The
electronics component shortages are still
limiting our production volumes. In this quarter
(Q1), the company could not produce 51,000
vehicles," Maruti Suzuki India (MSI) CFO Ajay
Seth said in an analyst call. Limited
visibility on availability of electronics
components is a challenge in planning our
production, he stated. Seth noted that the
company's supply chain, engineering, production
and sales teams were working towards maximising
the production volume from available
semiconductors. "The supply situation of
electronic components continues to remain
unpredictable," he lamented. With demand
remaining robust, the company's pending order
backlog has touched the 3.5 lakh unit-mark.

to reduce dependence on import of medical
devices
The Indian govt needs to
take policy decisions as done for mobile phone
and consumer electronic industry to give a level
playing field, if not a strategic advantage to
domestic manufacturers, while safeguarding
consumers. Imports from the USA also increased
steeply by 48 per cent to Rs 10,245 crore in
2021-22 from Rs 6,919 crore in 2020-21. The
value of medical devices from China was nearly
the same as the combined value of imports from
Germany, Singapore and the Netherlands in
2021-22. The gravity of the situation can be
gauged from the fact that the increase of import
of medical devices has been five-fold over a
six-year period as India imported Rs12,866 crore
worth of medical devices in 2016-17.

WhatsApp has not abused
dominant position in India, rules NCLAT
The
NCLAT has set aside a petition and upheld a 2017 CCI
order that dismissed a complaint of predatory
pricing against instant messaging platform WhatsApp.
The National Company Law Appellate Tribunal (NCLAT)
said no doubt WhatsApp has a 'dominant position' but
it has not 'abused its dominant position' based on
inputs provided by the appellant, an NGO Fight for
Transparency Society. The NGO had alleged that
WhatsApp has made many changes to its privacy policy
from the time Facebook acquired it, which was an
abuse of its dominant position. The complaint was
rejected by the CCI, following which the NGO
challenged the order before the NCLAT, requesting
that the fair-trade regulator's order be set aside,
and direction be issued to launch an investigation
in the matter.

UGC Collaborates with Ministry of Electronics
and lT to Launch E-resources Portal for Rural
Students
The
University Grant Commission (UGC) has recently
joined hands with the Ministry Of Electronics
and lnformation Technology (MeitY) to launch an
e-resources portal. The portal will provide
digital courses to millions of students in rural
areas. In a recent notification, the UGC
stated, �to mark 2 years of NEP-2020 and to
facilitate last mile accessibility (ensuring
that no learner is left behind), UGC has
integrated its "UGC e-resources Portal (httptlugcereso
urces.in/)" with Common Service Centres (CSCs)/Special
Purpose Vehicle (SpVl of Ministry of Electronics
and information Technology (MeitY) in rural
India�. The portal will have 25 SWAYAM
postgraduate non-engineering MOOCs courses.
These courses will be in eight Indian Languages-
Hindi, Gujarati, Marathi, Bangla, Telugu,
Kannada, Malayalam, and Tamil. The portal will
also have e-PG Pathshala e-content developed in
67 postgraduate subjects and 35 postgraduate and
243 postgraduate SWAYAM MOOCs courses in
emerging areas.

Cybersecurity threats rose by 20% between
2020-21, IT Ministry data shows
The number of cybersecurity
threats in India rose by 20% between 2020 and
2021, according to govt data, which also reveals
that the practice of takedowns of content deemed
harmful by authorities continues unabated. In
2020, there were 11,59,208 threats handled by
the Computer Emergency Response Team (CERT-In),
which further rose to 14,02,809 in 2021. This is
a whopping 255% jump from the 3,94,499 instances
CERT-In handled in 2019. The data was furnished
by the Union Ministry of Electronics and IT to
the parliamentary standing committee on IT
headed by Congress MP Shashi Tharoor. The
ministry also provided data on takedowns under
section 69A of the IT Act, which empowers the
government to restrict access to online content
under certain circumstances, including
safeguarding the sovereignty and integrity of
the country, security, public order among
others.

phones to half of its total smartphone sales by
2025, a top executive has said, after the tech
giant unveiled its latest foldable smartphones
in an online event. Samsung, the world's largest
smartphone maker, will work to make its foldable
smartphones another main column alongside the
Galaxy S flagship series and a key category in
the premium segment, Roh Tae-moon, president and
head of Samsung's mobile experience (MX)
division, said at a press conference after the
Unpacked online event. Roh said Samsung's latest
foldable series, the Galaxy Z Flip 4 and the
Galaxy Z Fold 4, will help the company
consolidate its leading position in the global
smartphone market, despite continuing headwinds
from recession fears and high inflation that
have cut into consumers' purchasing power. He
stressed that the new foldable phones have
"improved in both hardware and software
aspects," especially in close cooperation with
global mobile partners like Google, Microsoft
and Facebook parent Meta, reports.

to improve connectivity in J-K�s Rajouri
Authorities in Rajouri on
Monday directed the telecom operators to improve
connectivity in the border district of Jammu and
Kashmir, following widespread complaints on a
daily basis by the public about poor services,
an official said. Rajouri District Development
Commissioner Vikas Kundal said there was a dire
need to improve the connectivity in the border
areas of the district to mitigate the sufferings
of the public on this account.
�A number of people
complain about the poor services and shadow
places in the border area on a daily basis. Poor
connectivity has become a chronic impediment in
the way of progress of these areas,� Kundal
said, chairing a meeting with the officers and
representatives of telecom operators to review
the status of telecom services being provided in
the district.

Minister Rajnath Singh on Thursday released the
third list of over 101 military systems and
weapons that will come under an import ban over
the next five years and be developed
indigenously, in a fresh impetus to the Indian
armament industry.Releasing the list at an
event, Singh said it covers major equipment and
platforms including sensors, weapons and
ammunition, naval utility helicopters, patrol
vessels, anti-ship missile and anti-radiation
missiles. "Today, it gives me great pleasure to
release the third positive indigenization list
of 101 defence equipment and platforms to the
nation. The release of this list shows the fast
pace of our self-reliance in the defence
sector," he said. The first "positive
indigenization" list of 101 items that included
towed artillery guns, short-range surface-to-air
missiles, cruise missiles and offshore patrol
vessels was issued in August 2020. In May last
year, the government approved restrictions on
the import of an additional 108 military weapons
and systems such as next-generation corvettes,
airborne early warning systems, tank engines and
radars under a staggered timeline of
four-and-half years.

Cochin Shipyard delivers country's first
indigenously made aircraft carrier to Navy
Indian Navy received the
first indigenously built aircraft carrier
(IAC-1) from Cochin Shipyard Ltd (CSL) on
Thursday and will commission it as INS Vikrant.
India's largest warship, with a deep
displacement of close to 45,000 tonnes, has been
delivered by the Cochin Shipyard Ltd, the
country's most ambitious navy vessel project,
according to a press statement. Sources in the
military have confirmed that the IAC has been
delivered to the Navy and will be officially
recruited and operational in AugustFinished
under three phases of contract between the
Ministry of Defense (MoD) and CSL, the project
cost over Rs 20,000 crores and was completed in
May 2007, December 2014, and October 2019, the
release added.

ongoing Russia-Ukraine conflict as well as the
instability and the political uncertainty that
we see in our immediate neighbourhood," he said.
The contemporary security environment and the
changing character of war requires that the
Indian armed forces must be prepared to handle
wide spectrum of challenges in conventional and
sub-conventional domains, the Army Chief noted.

HAL signs USD 100 mn engine contract with
Honeywell

(HAL) on Wednesday signed a contract worth over
USD 100 million with NSE 0.03 % for supply and
manufacture of 88 TPE331-12B engines/kits along
with maintenance and support services to power
the Hindustan Trainer Aircraft (HTT-40). NSE
0.72 % CMD R Madhavan said the company has
successfully developed Basic Trainer Aircraft
(HTT-40) to address the basic training
requirements of the IAF. "There is (a) potential
requirement of 70 aircraft. The contract for the
same with IAF is under advanced stage of
approval," he added. "We are proud of our
four-decade long partnership with HAL and happy
to extend our relationship with this new order,"
said Senior Director, OE Sales, Honeywell
Defense & Space, Eric Walters. "The TPE331-12
family of engines has proven itself in
operations all over the world, and we have
committed to support and deliver engines as well
as kits within the stipulated schedule to meet
the requirements of the IAF.

India's NHPC, Bharat Electronics plan gigawatt-scale
solar factory August 23 (Renewables Now)
Indian hydropower producer
NHPC Ltd (BOM:533098) and aerospace and defence
electronics company Bharat Electronics Ltd
(BOM:500049) will work together to build a
gigawatt-scale solar factory.
The two state-owned
companies have entered into a memorandum of
understanding (MOU) in relation to this
partnership, according to a bourse filing on
Tuesday. The annoouncement did not give any
further information about the project apart from
mentioning it involves the construction of a
vertically-integrated solar manufacturing unit.
According to a presentation from earlier this
month, NHPC is currently building four solar
power plants with a combined capacity of 1,040
MW, to be completed in the period 2022-2024. In
addition, it has a 600-MW project in the tender
stage and a few joint venture developments. The
company also lists 2,000 MW of solar capacity as
an intermediary procurer.

Ampt lawsuit asks that SolarEdge remove
inverters and controllers from market
Ampt, a power electronic
specialist based in Fort Collins, Colorado, has
filed a lawsuit against SolarEdge for allegedly
violating a series of their patents. According
to Ampt, the violations at the heart of the
issue are �power optimizers that contain
high-efficiency power converters that both allow
maximum power-point output and use operational
boundary conditions that continue producing
power during conditions that might otherwise
require the optimizer to be bypassed.� The
filing asks that the whole of SolarEdge�s
inverter and optimizer lineup be removed from
the marketplace for violation of these patents.
Ampt contends that they, and other
manufacturers, could replace SolarEdge�s
hardware if needed. Ampt filed with two
separate courts � the Count of International
Trade (ITC), whose online filing can be
found here, and the US District Court of
Delaware whole filing can be found here.
The �630 patent was issued in 2017, while the
�917 patent was recently awarded on March 29,
2022. Both patents claim priority to a
provisional patent application filed in 2007.

2007.

Rays Power Infra switches on 150 MW solar plant
in Karnataka
Rays
Power Infra has commissioned a 150 MW
grid-connected solar power plant in the Raichur
and Koppal districts of Karnataka. The solar
developer expects the project to produce
2,40,000 MWh of green energy, while helping to
offset almost 1,56,400 tons of CO2 emissions per
year. It executed the entire project through its
in-house engineering, procurement, and
construction (EPC) team, which completed the
project within the scheduled time frame. It
provided end-to-end services, from securing the
land and connectivity to signing bilateral power
purchase agreements (PPAs) with commercial and
industrial consumers. It also designed the
system, procured construction components such as
transmission lines, and commissioned the

high-quality plants on time despite facing an
extraordinarily challenging execution
environment due to the pandemic.

2,278 mm x 1,133 mm x 35 mm and weighs 28 kg. It
features 3.2 mm tempered anti-reflective glass,
a silver anodized aluminium alloy frame, and an
IP68 enclosure rating. The maximum system
voltage is 1,500 V. The panel has a Pmax
temperature coefficient of -0.35% per degree
Celsius. Its operational temperature ranges from
-40 C to 85 C.

its first order in the Indian state of Odisha by
supplying 9+ MW PV modules to Hild Projects, a
solar solutions provider based in Balangir. It
provided the modules for a ground-mounted
project with Mahanadi Coal Fields Ltd
commissioned in July 2022. Founded in 2011,
Goldi Solar manufactures panels, provides EPC
services, and is also an independent power
producer. It has two PV module production

Rupee slide, demand slump double whammy for
consumer electronics firms
The
depreciating rupee has amplified concerns for
consumer electronics brands and retailers
already coping with a slump in consumer demand
brought on by the economic slowdown. The rupee
breached the 80 mark against the dollar on
Tuesday. The domestic currency has depreciated
25% since December 2014, finance minister
Nirmala Sitharaman told the Lok Sabha on 18
July. �The rupee slide is the biggest pain right
now for manufacturers and brands both," said
Arjun Bajaj, chief executive of Daiwa, a
homegrown TV brand. Industry analysts said the
slide in the value of the rupee has made it
difficult for brands to lower prices. �The
strong dollar has had a clear impact on consumer
electronics prices staying high due to high
costs in the supply chain," said Navkendar
Singh, research director at IDC India. A high
dollar price means components will become
significantly more expensive, said Tarun Pathak,
research director at Counterpoint. With a
renewed focus on manufacturing, firms in India
import components like integrated circuits,
memory chips and displays.

5G Test bed offered free for start-ups & MSMEs
till Jan 2023
Government
of India has decided to offer the use of
Indigenous 5G Test Bed free of cost to the
Indian Government recognized start-ups and MSMEs
for the next six months which is up to January
2023.The aim is to boost 5G ecosystem within
India and to achieve the objectives of
Aatmanirbhar Bharat and Make in India
initiatives. It is available at a very nominal
rate to all other stakeholders.Department of
Telecommunications, Government of India has
strongly urged all 5G stakeholders i.e.
Industry, Academia, Service Providers, R&D
Institutions, Govt. Bodies, Equipment
Manufacturers, etc. to utilise the 5G testbed
facilities and expertise to test and facilitate
the speedy development & deployment of their

SIDBI, ONDC sign deal to increase MSME
participation in e-commerce
Small
Industries Development Bank of India (SIDBI) and
Open Network for Digital Commerce (ONDC) have
partnered to democratize and accelerate the
participation of MSMEs in e-commerce. The
country's e-commerce ecosystem and principal
financial institution for MSME signed a MoU on
Tuesday with an aim to change the landscape of
MSMEs by bringing them into the ONDC network, as
per the press release. The association between
ONDC and SIDBI will establish a programmatic
approach for MSMEs where sessions will be held
first to educate them about ONDC. After the
introductory session, masterclass sessions on
ONDC protocol and MVP definition will be held,
followed by incentivized accelerator programs
and finishing with participants and their
ecosystems going live and being able to
transact.

Over Rs 1,500 crore invested in MSMEs through
Self Reliant India fund: Govt
The
Self Reliant India (SRI) fund launched by the
government to make equity investments in small
businesses for their growth, listing on stock
markets, and global expansion, has invested Rs
1,571.55 crore in MSMEs, according to the data
shared by Minister of State (MoS) for MSMEs
Bhanu Pratap Singh Verma recently. SRI fund is a
SEBI-registered category-II Alternative
Investment Fund (AIF) that operates through the
mother-fund and daughter-fund structure. It
provides funding to daughter funds for onward
provision as growth capital through equity,
quasi-equity and debt. Under SRI fund till 30th
June, 2022, Rs 1,571.55 crore have been invested
in MSMEs across
the country," Verma had informed Parliament
earlier this month. In terms of the number of
MSMEs supported, 75 enterprises were issued
�digital equity certificates� on June 30 by
Prime Minister Narendra
Modi at an event.

MSMEs may be told to hire info security officer
In
a bid to shore up the cybersecurity ecosystem,
the Ministry of Electronics and Information
Technology (MeitY) may ask micro, small and
medium-sized internet enterprises to appoint
chief information security officers (CSIO),
sources in the know of the development told ET.
The move, however, may not be made mandatory for
now to ensure that there is no �sudden
compliance burden� on MSMEs, a source said.
�Cyber hygiene has to be improved. MSMEs are
among the most vulnerable to cyberattacks; more
often than not, they do not have the basic
cyber-defence systems in place. The idea (of a
CSIO) is to ask them to remain more vigilant,� a
senior ministry official said.

TN Government launches Credit Guarantee Scheme
to support MSMEs
To
support the MSME sector, Chief Minister MK
Stalin launched the Tamil Nadu Credit Guarantee
Scheme (TNCGS) to provide financial aid to
micro, small and medium enterprises (MSMEs). The
scheme will reduce the need for collateral to
get loans for the sector, according to The New
Indian Express (TNIE) report. The state also
launched a new public sector enterprise the
Tamil Nadu Coir Business Development Corporation
and introduced four coir clusters in Tiruppur.
Besides, home textiles would be brought under
the thrust sector to promote the growth and
development of the sector, announced the Chief
Minister, as per the TNIE report.

Force Report:
(Launched by Mr. Ajay Sawhney, Secretary,
Min. of Electronics & IT)
ELCINA constituted a Task Force to
study the EMS Sector and come up with a Research
Report providing details of the status and prospects
of this ESDM segment. The task force had
representation from MeitY & Invest India. The EMS
Task Force commenced deliberations in July 2020 and
concluded the same in November, coming up with
valuable details such as the sector's current size,
growth potential, exports and policies which impact
its progress.
The Task Force findings are compiled
in the form of a report. As per report, globally EMS
sector was valued at US$ 832 Bn in 2019 and
estimated to grow to US$ 1055 Bn by 2025. ELCINA
predicts that the Indian EMS industry will gallop
from US$ 23.5 Bn in 2019-20 to US$ 152 Bn by 2025.
This effectively means that it has the potential to
grow from <3% of the global industry to about 14%
within 5 years.
