Gujarat announces �Semiconductor Policy' with
heavy subsidies
Gujarat
government on Tuesday announced the "Gujarat
Semiconductor Policy 2022-2027" to attract
investments in the Chip manufacturing sector and
became the the first state in the country to
announce a dedicated policy to support the
semiconductor and display manufacturing sector.
"The Gujarat Semiconductor Policy 2022 to 2027"
has been announced with a commitment to promote
rapid and inclusive growth in the domestic
semiconductor chip manufacturing sector in the
state. About two lakh jobs will be created in
the next five years through this policy, said
minister of Science and Technology Department
Jitu Vaghani. The policy has been announced
essentially to attract investment in the chip
manufacturing sector in Gujarat under India
Semiconductor Mission (ISM) announced by the
Union Government that has an outlay of Rs.76000
crore. Vaghani further said that for the
projects approved by the India Semiconductor
Mission under the Ministry of Electronics and
Information Technology of the Government of
India, in addition to the assistance provided by
the Government of India, additional assistance
at the rate of 40 percent of the capital
assistance provided by the Government of India
will be provided by the State Government..

In six months of 2022, orders to block Twitter
content, handles past 2019 figure
Content and account
blocking orders issued to Twitter by the Centre
in the first six months of 2022 have exceeded
the number of such orders issued to the social
media platform in the entirety of 2019.
According to data shared by Minister of State
for Electronics and IT Rajeev Chandrashekhar with
the Lok Sabha 1122 blocking orders were issued
to Twitter until June 2022, compared to 1,041
such orders in the whole of 2019.In 2021,
Twitter was issued 2,851 blocking orders under
Section 69(A) of the Information Technology Act,
2000, the highest for any year, data shared by
Chandrashekhar revealed. This coincides with the
microblogging platform blocking more than 250
accounts in relation to sharing "provocative"
tweets over the then ongoing farmers' protests
and the company receiving orders from the
government to take down some tweets critical of
the government's handling of Covid-19.

To Establish Center of
Excellence for MSME, NSIC and LG Electronics
sign an agreement
In

MSME, Shri P. Udayakumar, CMD, NSIC, and Shailesh
Kumar Singh, AS&DC, National Small Industries
Corporation (NSIC) signed an agreement with LG
Electronics India Pvt Ltd. and the Electronics
Sector Skills Council of India (ESSCI). The goal
of this project is to train underprivileged
youth in the fields of consumer electronics and
appliances. LG Electronics and the Electronics
Sector Skills Council of India (ESSCI) will
establish a "Centre of Excellence" at NSIC- Technical Services Center. This will give young
people new opportunities in the field of
electronics and produce skilled labour for jobs
in this industry. 600 youths would be served
each year in the first year.

Eye on private firms, govt
may define 'ownership' of non-personal data
THE GOVERNMENT could look at clearly defining
"ownership" of non-personal data held by
big-tech platforms, such as Google, Meta and
Amazon, if they refuse to share such data with a
regulator as proposed in the draft National Data
Governance Framework, The Indian Express has
learnt. The draft framework, announced by the
Ministry of Electronics and Information
Technology (MEITY) in May, looks at acquiring
non-personal data from the Government and
persuading private companies to share this data
for the benefit of start-ups in the country.
Asked how the Government will ensure that
private companies share non-personal data, given
that the provision is non-binding, a senior
official said: "Once we have a functional IDMO,
the Government will share all the non-personal
data in its possession with it.

Come to India's Tech Hub
India's tech industry is ruling out a
US recession. Or so you would think from Infosys
Ltd.'s cheery forecast of 14% to 16% annual
revenue growth, slightly better than what the
country's second-biggest exporter of software
services was projecting just three months ago.
The Bengaluru-based firm, which reported its
June quarter earnings on Sunday, is
considered the industry's weathervane. If it's
optimistic about orders, then there's reason to
believe that the deal pipeline isn't drying up.
US and European firms � from
banking, manufacturing and retail to health care
and utilities � are still entering offshoring
contracts, particularly those that will help
them automate processes to cut costs. Evidence
of heightened activity is also visible in last
quarter's 12% year-on-year jump in Bengaluru
office rents � three times as steep as Shanghai,
Singapore or Sydney, according to Knight Frank.
In the world's code-writing capital, information
technology drives more than two-fifths of
office-space leasing. If the tenants are paying
more for space, they must be upbeat about the
future.

The second wave of India's
crackdown on Chinese tech is here
After Chinese smartphone apps, India is now
cracking a whip on phone makers from its
on-and-off rival and neighbor. In the last few
months, at least three major Chinese smartphone
makers have faced investigations from India's
Enforcement Directorate (ED), the agency
responsible for enforcing economic laws. In
April, the ED seized over $695 million from Xiaomi Technology India Private Limited, a
wholly-owned subsidiary of the Beijing-based Xiaomi group. Earlier this month, the ED seized
119 bank accounts holding over $58 million of
Vivo India, which is owned by China's BBK
Electronics. A few days later, the ED accused
Vivo's sister firm, Oppo, of $551 million in tax
evasion. Following repeated harassment by the
financial crime-fighting authorities, the
long-time India head of Xiaomi, Manu Kumar Jain,
relocated to Dubai. The company has also accused
authorities of physical violence and coercion
during questioning. Vivo India's two Chinese
executives have also reportedly fled India
on-road to China via Nepal, as the probe
intensified.

a 6.6% contraction in 2020-21, the Indian
economy recorded a sharp rebound of 8.7% growth
in 2021-22, by provisional estimates. The
International Monetary Fund's World Economic
Outlook suggests that India shall become a $5
trillion economy by 2026-27. This growth is
attributed in large part to the exponential
growth expected in digital infrastructure for
services, especially financial. The rise in
digital adoption during the pandemic has made
India a trailblazer of the fintech revolution
for developing as well as developed nations. The
Niti Aayog report, India's Booming Gig and
Platform Economy, has underscored the role of fintech and a regulatory sandbox regime in
helping India achieve its $5 trillion target.
The same was previously highlighted by the 2019
annual report of the Union ministry of
electronics and information technology. It
mentions that India has a potential to create
over $1 trillion in economic value from the
digital economy, including services.

Twitter says it's India
business will close due to account blocking
orders, K'taka HC issues notice to Centre
Karnataka High Court on Tuesday issued a notice
to the ruling BJP government at the Centre in
connection with the order asking to block nearly
1,100 Twitter accounts by the Ministry of
Electronics and Information Technology. The
single division bench headed by Justice Krishna
S. Dixit gave the order after the arguments by
senior counsel Mukul Rohatgi, appearing for
Twitter, explained that if the blocking order
continues, the whole business of Twitter will
close. For the accounts to be blocked, as per
rules reasons have to be recorded and given to
the microblogging platform which is not being
done. The bench posted the matter for hearing
on August 25, and assured to consider the plea
by the counsel of the central government to make
the hearing in-camera. Twitter had submitted in
its petition that blocking orders by the
Ministry of Electronics and Information
Technology (MeitY)under IT Act are demonstrating
excessive use of powers and disproportionate.

to set up Centre of Excellence at NSIC's

Electronics and Electronics Sector Skills
Council of India (ESSCI) will jointly set up a
Centre of Excellence (CoE) at NSIC - Technical
Services Centre. It aims to train
underprivileged youth in the fields of consumer
electronics and appliances. A MoU was signed by
NSIC with LG Electronics India Pvt Ltd and ESSCI
last week. In the first year, 600 youth per
year would be benefitted on electronics goods
servicing and repairing. NSIC will facilitate
passed out trainees in job fairs along with the
sector skills council and LG Electronics will
give them job preference to NSIC - Technical
Services Centre (Okhla) trainees. The agreement
was signed by O. P. Singh, Centre Head, NTSC (Okhla),

Bharat Electronics to gain
from indigenisation; easing of chip shortage key
Bharat Electronics Ltd is a key beneficiary of
the indigenisation drive in the defence sector.
In the June quarter (Q1FY23) earnings call held
on Thursday, the company said it has been asked
to submit a roadmap for indigenising the
components it imports from Russia and Ukraine.
Further, the company is in discussions to take
up annual maintenance contracts of Russian
platforms, which are heavy on electronics. "We
believe focus on defence indigenisation will
only accelerate with the Russia-Ukraine crisis
especially given Russia has accounted for 40%+
of India's defence imports," said analysts at
Jefferies India in a report on 21 July. With
respect to the non-defence business, it aims to
increase the mix to 15% of sales in FY23 from
12% in FY22. The company sees Rs10000-12000 crore opportunity size from rail and metro
sector where systems are currently being
imported. Such diversification would aid in
reducing dependence on the government, which is
the sole buyer of defence equipment.

India now the second-largest mobile phone
manufacturer in world: Govt.
India
has emerged as the world's second largest mobile
phone manufacturer as its production of devices
in terms of value has grown by over two times in
FY22, the government has said. In India, mobile
phones worth Rs 5,277 crore were manufactured in
FY22, up from Rs 2,334 crore worth of devices
produced in FY21, the government said, crediting
its production-linked incentive scheme for this
feat. "Due to the Production Linked Incentive (PLI)
Scheme, India is currently one of the
fastest-growing mobile phone manufacturers in
the world and has emerged as the second-largest
manufacturer of mobile handsets in the world in
volume terms," Union Minister of State for
Electronics and Information Technology Rajeev
Chandrasekhar said in a written reply to a
question in Parliament. The Centre has cleared
names of 16 companies to get benefits - 10
mobile phone manufacturers and six electronic
component makers.

investment in electronics
Maharashtra has beaten at least 5 states to win
a stupendous Rs 2.06 lakh-crore investment by
Vedanta Group-Foxconn partnership in the sunrise
semiconductors chips and display fabrications
sector in Pune, officials said. The deal, the
single biggest investment of its kind in
Maharashtra -- coveted by Gujarat, Tamil Nadu,
Karnataka, Telangana and Himachal Pradesh -- was
signed in the presence of Chief Minister Eknath
Shinde and Deputy Chief Minister Devendra
Fadnavis. Earlier this year, Vedanta Group -- a
mining giant based in Mumbai -- had partnered
with the Hon Hai Precision Industry (Foxconn)
with plans to invest $15 billion in phases over
the next five-ten years to manufacture
semiconductor chips and displays in India.

'Atmanirbhar Bharat':
India clears defence purchases worth ₹29,000
crores
In
a significant boost to Prime Minister Narendra
Modi's vision for self-reliance in the defence
manufacturing sector, India has cleared weapon
purchases worth ₹28,732 crore, including armed
drone swarms, carbines and bullet-proof jackets
that will be designed and developed in the
country, the Union ministry of defence said on
Tuesday. The close-quarter carbines will be for
front-line soldiers deployed along India's
borders, including the Line of Actual Control
(LAC) with China where the two countries have
been locked in a tense standoff since May 2020,
officials familiar with the matter said on
conditions of anonymity. The defence acquisition
council (DAC), India's apex weapons procurement
body, accorded its acceptance of necessity (AoN)
for the capital acquisition proposals at a
meeting chaired by defence minister Rajnath
Singh. Under India's defence procurement rules,
AoN by the council is the first step towards
buying military hardware.

India received Rs 494
crore FDI in Defence sector since revising
policy

India has received foreign direct investment of
about Rs 494 crore in the defence sector since
the policy was amended in September 2020, the
government said in the Lok Sabha on July 25,
2022. Over the years, the government has taken a
series of measures to boost domestic defence
manufacturing. In 2020, the government announced
to increase the foreign direct investment (FDI)
limit from 49 per cent to 74 per cent under the
automatic route and up to 100 per cent through
the government route in the defence sector. "The
Government vide Press Note No 4(2020 Series)
dated September 17, 2020, has liberalised and
allowed FDI under automatic route up to 74 per
cent and up to 100 per cent through government
route wherever it is likely to result in access
to modern technology," Minister of State for Defence Ajay Bhatt said, replying to a question.
"Since the notification of revised FDI policy,
the total FDI inflow reported till May 2022 is
approximately Rs 494 crore," he added.

MoD bans imports from 18
top defence platforms, items to be made in India
The Ministry of Defence (MoD) revealed in
Parliament on Friday the names of eighteen
major defence platforms
that can no longer be imported. Instead, they
will henceforth be indigenously designed and
developed (D&D) by domestic industry. "In
continuous pursuit of achieving self-reliance in defence manufacturing under
'Aatmanirbhar Bharat
Abhiyan' and in sync with the announcement made
in the Union Budget 2022-23 that allocated 25
per cent of the defence R&D budget for
industry-led R&D, 18 major platforms have been
identified and announced by the MoD for industry
led D&D," stated the MoD in a written response
to a Parliamentary question. These include army
platforms, such as a light-weight tank,
self-healing minefields and "plug-and-play
housing" for soldiers posted at extreme
altitudes. The navy platforms include a 127 millimetre naval gun for capital warships, while
the air force platforms include the long-awaited
Indian multi-role helicopter (IMRH) and a
stand-off airborne jammer.

JA Solar reveals results
of year-long n-type, p-type tests

Solar has concluded one year of tests to compare
its n-type and p-type bifacial PERC solar
modules at a testing field located at China's
National Center of Supervision and Inspection on
Solar Photovoltaic Product Quality (CPVT) in
Yinchuan, in the Ningxia Hui region. The company
conducted the tests between February 2021 and
February 2022. The results were confirmed by
Germany's TUV
Nord. The testing location has an annual
average temperature of 8 C and an annual average
solar radiation of 2,800 to 3,000 hours with a
solar spectrum very close to the standard
illumination conditions (AM1.5). The testing
field comprised a 6-kW unit equipped with n-type
panels and a 6 kW unit relying on p-type
products, with an inverter of 20 kW being
connected to both sets. The panels were
installed on fixed structures with a tilt angle
of 40 degrees and at a height of 1 meter above
the ground. The company measured the performance
of the array via an environmental monitoring
system, a double-sided irradiance meter, a
high-precision DC meter, and a temperature
sensor.

NHPC and DVC to jointly
develop pumped hydro storage projects
NHPC Ltd and Damodar Valley Corporation (DVC)
are looking to develop hydropower and pump
storage projects as energy storage solutions
jointly. The two state-run power producers have
signed a Memorandum of Understanding (MoU) to
explore the formation of a joint venture company
for exploring and setting up hydropower and pump
storage projects. In Leh, NHPC will develop a
pilot green hydrogen fuel cell-based microgrid,
including hydrogen production, to meet the power
requirement of the NHPC guest house at Nimmo
Bazgo Power Station (Leh) within NHPC premises.
The hydrogen generated in Kargil will be used in
fuel cells to run two buses for up to 8 hours in
the local area of Kargil. NHPC will upscale
hydrogen production on a commercial scale to
meet the hydrogen need of the Ladakh region in
different sectors like mobility, transportation,
heating, and micro-grid.

Delta hits 6,000 EV
charger deployments in India
Delta,
a global leader in power and thermal management
solutions, has announced it has delivered more
than 6,000 electric vehicle (EV) chargers to
customers in India. The company has supplied
more than 1,000 chargers under an agreement with
Tata Power Company Limited. It has also
installed over 60 EV chargers for several sites
operated by Energy Efficiency Services Ltd (EESL)
and has supplied 114 EV chargers to Bangalore
Electricity Supply Company Ltd. (BESCOM).
Moreover, a single site features 11 fast
chargers for one of the largest bus OEMs in
India. Delta also supplied a portfolio of EV
chargers to a Kerala state utility company. The
company plans to increase the localized content
of its product and solution offering to 80%
within a few years, said Benjamin Lin, Delta
Electronics India's President and GM. "We
welcome government initiatives to develop the
local manufacturing sector.

Novel method to turn
existing solar parks into agrivoltaic
facilities
An international research team has developed a
new approach to improve land use at
ground-mounted solar plants, which they claim
could be used to add important wildlife habitats
or even agricultural activity to land already in
use by a conventional PV system. "We initially
developed our approach for existing solar plants
installed in the region of Apulia in southern
Italy, but it could be utilized in other regions
or countries with different vegetation," Teodoro
Semeraro, an environmental scientist at Italy's
University of Salento who led the research,
told PV Magazine. "It could also be used for new
projects that include agricultural use or
rooftop installations combining green roofs with
solar power generation, where the agricultural
aspect would have less importance." The approach
would see new vegetated land cover cultivated
below and around solar installations, as
potential habitat for pollinating insects or for
agricultural activities including beekeeping and
medicinal herb production

Hero Future Energies wins
10 MW/ 20 MWh grid-connected battery storage
project
Hero
Future Energies (HFE), a renewable energy
venture of the Hero group, has announced it
emerged as a successful bidder in Kerala State
Electricity Board's tender for the construction
of a 10 MW/ 20 MWh grid-connected energy storage
plant. This will be HFE's first utility-scale
battery energy storage system project. HFE will
have 15 months from the date of signing of the
agreement to commission the project. HFE's
current portfolio includes 1.6 GW of wind and
solar projects in India. The company has a 2024
growth target of 5 GW of installed and operating
capacity globally. Alongside traditional solar
and wind projects, HFE focuses on delivering
renewable energy projects utilizing technologies
including battery storage, floating solar and
green hydrogen. "The experience [gained from the
10 MW/ 20 MWh energy storage plant] will enable
us to execute similar projects with more states
likely to issue storage tenders in the days
ahead," stated the company. "We believe that
storage will be integral to the next phase of
growth of renewables in India and as such will
continue to be a key thrust area for HFE."

Spend trend: Consumption survey to include
electronics, online shopping
How much did you spend on

India will now be keeping tabs on your spending
online, electronic products such as mobile
phones and Covid management products, as part of
the Household Consumption Expenditure Survey (HCES),
which was launched last week. The results of the
consumer expenditure survey are used to update
the consumption basket and base revision of the
Consumer Price Index. "Covid-related products
such as hand sanitisers, disinfectants and fruit
and vegetable washes will be covered in the
survey," the official added. The revamped survey
comes after the government junked the findings
of the survey done in 2017-18, citing
data-quality issues, after leaked reports
pointed to a fall in consumer spending for the
first time in four decades in that year.
Moreover, the new survey questionnaire has been
split into three parts that would be covered in
an equal number of visits to the households.

Rupee slide, demand slump double whammy for
consumer electronics firms
The
depreciating rupee has amplified concerns for
consumer electronics brands and retailers
already coping with a slump in consumer demand
brought on by the economic slowdown. The rupee
breached the 80 mark against the dollar on
Tuesday. The domestic currency has depreciated
25% since December 2014, finance minister
Nirmala Sitharaman told the Lok Sabha on 18
July. "The rupee slide is the biggest pain right
now for manufacturers and brands both," said Arjun Bajaj, chief executive of Daiwa, a
homegrown TV brand. Industry analysts said the
slide in the value of the rupee has made it
difficult for brands to lower prices. A high
dollar price means components will become
significantly more expensive, said Tarun Pathak,
research director at Counterpoint. With a
renewed focus on manufacturing, firms in India
import components like integrated circuits,
memory chips and displays. These components make
up a significant part of the cost of
manufacturing consumer electronics products.

MSME
Kerala hopes to exceed official target of 1 lakh
registered MSMEs to 1.5 lakh in FY23
The Kerala government is
expecting to surpass its official target from 1
lakh to 1.5 lakh registered MSMEs in FY23, said
Industries, Law and Coir Minister P Rajeev.
During Q1FY23 about 42,300 micro, small and
medium enterprises (MSMEs) got registered in the
state. He said this after inaugurating a new
facility of Innovature at Infopark Phase 2 SEZ
in Kakkanad last week. In the previous fiscal
year Kerala had only 17,300 MSMEs registered in
the whole year. Owing to the geographical
location of the state, he said the government
encourages industrial projects requiring less
land. Focused on Japanese clients, Innovature,
with 500 employees and working space of 20,000
square feet, is targeting a growth of 2,000
employees by 2025. He spoke about the exemptions
that are now available for non-IT startups which
their IT counterparts enjoy. "The state
government has decided to provide certain
discounts even to non-IT businesses with 10
acres of land, along with a grant of Rs 3 crore,"
he added.

IIT Bhubaneswar to train engineers for
semi-conductor industry under chips-to-start-ups
program
The
Indian Institute of Technology in Bhubaneswar
has received the approval to run a project under
the Chips to Startups program of the government
to train engineers for various roles in the
semiconductor industry. Addressing a press
conference in Bhubaneshwar on Sunday, Ashwini
Vaishnaw, the minister for electronics and
information technology said that IIT Bhubaneswar
had joined the government's Chips to Startups
program to help us achieve our mission of
training 85,000 high-quality engineers in
semiconductor industry. Apart from training
engineers belonging from semiconductor industry,
the Chips to Startups program also aims to train
250,000 shop-floor technicians and junior
engineers. For the training of shop-floor
technicians, Electronics Ministry has partnered
with Taiwan's Industrial Technology Research
Institute and The Agency for Science, Technology
and Research, Singapore.

Sick MSMEs in Andhra Pradesh to get revival
support
The Andhra Pradesh
government is conducting a survey to identify
sick MSMEs and help them with all the essential
support. From 2.50 lakh MSMEs across the state
the survey will detect sick MSMEs and industries
that are urgently in need of support, as per
TNIE. The state government is committed to
provide handholding mechanism for the MSME
sector as it is of the view that MSMEs are
crucial for employment generation. It aims to
help the MSMEs for the smooth functioning of
their units and extend support through finance,
raw material or marketing. The MSME Development
Corporation has taken up a district-wise survey
of the MSMEs, Chairman Vanka Ravindranath told
TNIE. "As the COVID pandemic had an adverse
impact on several sectors, including MSMEs,
Chief Minister YS Jagan Mohan Reddy has directed
us to take a study of the MSMEs to extend the
required support.

IIT Guwahati to tie up with MSMEs to make
eco-friendly plastic
The
Indian Institute of Technology (IIT) Guwahati is
eyeing to partner with the industrial sector to
make green plastic. IIT through this project
aims to provide biodegradable eco-friendly
plastic as an alternative to the single-use
plastic (SUP). This move comes in the wake of
the banning of SUP by the union government from
July 1. Indian Plast Pack Forum president Sachin
Bansal, said that his organisation will work
with IIT Guwahati to get training in the
technique of creating different things from
biodegradable plastic. "The Centre's ban has
stalled the production of single-uses plastic
worth Rs 100 crore in Madhya Pradesh alone," Bansal said. A delegation of the forum will be
visitng IIT Guwahi in its efforts to find a
practical alternative to SUP so that its
production starts.

ELCINA EMS Task
Force Report:
(Launched by Mr. Ajay Sawhney, Secretary,
Min. of Electronics & IT)
ELCINA constituted a Task Force to
study the EMS Sector and come up with a Research
Report providing details of the status and prospects
of this ESDM segment. The task force had
representation from MeitY & Invest India. The EMS
Task Force commenced deliberations in July 2020 and
concluded the same in November, coming up with
valuable details such as the sector's current size,
growth potential, exports and policies which impact
its progress.
The Task Force findings are compiled
in the form of a report. As per report, globally EMS
sector was valued at US$ 832 Bn in 2019 and
estimated to grow to US$ 1055 Bn by 2025. ELCINA
predicts that the Indian EMS industry will gallop
from US$ 23.5 Bn in 2019-20 to US$ 152 Bn by 2025.
This effectively means that it has the potential to
grow from <3% of the global industry to about 14%
within 5 years.
