EPCG scheme – Condonation of delay in
submission of installation certificate
As part of measures to promote ease of doing business, the
Directorate General of Foreign Trade (DGFT) has relaxed the
procedure for acceptance of installation certificates under
the Export Promotion Capital Goods (EPCG) Scheme. This
relaxation applies to authorizations issued under Foreign
Trade Policy (FTP) for the periods 2009-14 and 2015-20 (up
to 31 March 2023) beyond the prescribed time limit.
According to the new guidelines, the jurisdictional Regional
Authorities (RAs) are allowed to accept installation
certificates until 31 December 2023 for regularization. To
avail this benefit, the authorization holder needs to pay a
late fee of INR 10,000 per authorization, in addition to any
applicable composition fee. However, there are certain
conditions to be met:

The installation certificate was obtained within the
prescribed period, but it could not be submitted within
the given timeframe.

The authorization holder must provide bona fide reasons
for the delay in submitting the installation
certificate.

The EPCG authorization under consideration should not be
under any investigation or adjudication.
The relaxation is specified in DGFT Public Notice No.
22/2023, dated 13 July 2023, which has been issued to serve
these purposes. This move is aimed at facilitating
businesses that faced genuine challenges in meeting the
initial submission deadlines for installation certificates,
allowing them to regularize the process by paying the
prescribed late fee and composition fee, if applicable.
Gold imports made ‘restricted’ –
Imports by SEZ still ‘free’
As per Notification No. 19/2023 dated 12 July 2023, there
have been amendments to the import policy and policy
conditions for specific categories of gold under certain ITC
(HS) codes. The import policy for gold under ITC (HS) codes
711319 11, 7113 19 19, and 7114 19 10 has been changed from
'Free' to 'Restricted' with immediate effect. However, there
is an exception for gold covered under ITC (HS) Code 7113 19
11, which will be allowed for import freely without
requiring any import license. This is permitted under the
India-UAE CEPA Tariff Rate Quota. Additionally, Policy
Circular No. 3/2023-24, dated 14 July 2023, clarifies that
imports made by Special Economic Zone (SEZ) units under the
mentioned ITC (HS) codes are not affected by Notification
No. 19/2023. This exemption for SEZ units' imports has been
granted based on Rule 27(1) of the Special Economic Zone
Rules, 2006. To summarize, the amendments restrict the
import of gold under specific ITC (HS) codes, with an
exception for gold under code 7113 19 11, which can be
freely imported under India-UAE CEPA Tariff Rate Quota.
Import by SEZ units under the mentioned codes is not
impacted by the amendments as per the DGFT's clarification.
Optomo creative Touch 3-series
Interactive Flat Panel is classifiable under Heading 8471 –
Word ‘interactive’ is important
The Customs Authority for Advance Rulings (AAR) has made a
ruling regarding the classification of the product 'Optoma
Creative Touch 3-series Interactive Flat Panel (IFP) (Model
–3652RK, 3752RK & 3862RK).' The AAR has classified this
product under sub-heading 8471 41 90 of the First Schedule
to the Customs Tariff Act, 1975. The Department had argued
for a different classification under Heading 8528,
contending that the subject goods were mainly display
devices that worked in conjunction with an automatic data
processing (ADP) machine. However, the AAR rejected this
contention and upheld the classification under sub-heading
8471 41 90. The AAR's decision was based on the presence of
the term 'Interactive' in the description of the goods,
which signifies various capabilities of the product. The AAR
concluded that these capabilities meet the requirement under
Chapter Note 6(A) of Chapter 84 for a machine to be
considered an 'automatic data processing machine. As a
result of the ruling, the product 'Optoma Creative Touch
3-series Interactive Flat Panel (IFP)' falls under
sub-heading 8471 41 90 for customs classification purposes.
Odisha Cabinet Approves Semiconductor
Policy;Eyes Global Investors to Start Chip Manufacturing
In an effort to boost semiconductor manufacturing, the
cabinet ministry of Odisha has finally approved the
much-awaited semiconductor manufacturing and fabless policy
in the state, which would draw the attention of various
global investors to invest into manufacturing of
semiconductor/computer chips. The decades of hare-brained
efforts and initiatives have now forced the nation to
develop the semiconductor manufacturing ecosystem and
various states have also unleashed the policies of their own
to meet the same. The cabinet ministry has notified that
with the help of this policy, Odisha is expected to
transform itself into an important destination of
semiconductor manufacturing and design. Apart from that, the
state is also under an impression that this policy would
set-up at least one chip production facility and scores of
fabless design firms.

On June 1, a day after India recorded its highest monthly
sales of electric vehicles at over 1.5 lakh units, the
government re-jigged the FAME 2 subsidy that was a major
factor driving the electric adoption. The reduction in
subsidy amount of electric vehicles had an immediate effect
on the demand for EVs. Two-wheelers accounting or the
majority of EVs sold in the country.

Foxconn
yet to find a new partner for its semiconductor project:
Report
Foxconn, which recently called off its joint venture with
Anil Agarwal-led Vedanta, has not found a new partner for
its semiconductor venture in India. While attending the
ongoing Semicon India conference, Young Liu, Chairman & CEO
of Foxconn, said that the electronics giant is committed to
contribute to India's semiconductor sector and will continue
to work closely with Vedanta in many other industries,
particularly in the growing fibre sector, CNBC TV18
reported. Liu added that Foxconn has full faith in India's
potential as a vital market and manufacturing hub in the
near future and said that it will invest over $2 billion in
the country over the next five years. On Vedanta, Liu said
although the joint venture did not materialise, Foxconn
remains committed to maintaining a close working
relationship with the company. The two entities are
exploring collaborative opportunities in various sectors,
exemplified by their recent joint ventures in the fibre
industry.

Vedanta to tie up with 3 firms for
semiconductor biz, first chip in 2.5 years: Anil Agarwal
Vedanta chairman Anil Agarwal on Friday said that the
company is in discussions with three firms to have separate
tie-ups for foundry, chips and packaging and testing, for
its semiconductor unit in India. In an exclusive
conversation with Mint, Agarwal said that the tie-ups should
happen in a few months. Agarwal confirmed that the company
aims to produce the first chips from its facility within the
next two-and-a-half years. Vedanta's partnership with
Foxconn can happen on the ecosystem side, according to
Agarwal. Vedanta had earlier been in talks with Taiwan's
Foxconn to create a semiconductor joint venture for Indian
markets. However, Foxconn had withdrawn from the deal valued
at $19.5 billion shattering the company's chipmaking plans.

European Union Finally Approves $47.5
billion Chips Act To Boost Chip Manufacturing
After several months of discussions, the European Union has
finally approved the much-awaited $47.5 billion incentive
plan
to boost
more fabs and escalate semiconductor manufacturing in the EU
nation. The incentive plan is expected to augment
the semiconductor industry’s

of 2030. In an interaction with the media, Héctor Gómez

Tech biggies fail to charm, foreign
institutions pull out $2.12 bn amid demand slump
Foreign inflows have had a big role in the Indian market’s
recent record-breaking sprint but they cut stake in the big
information technology players in the June quarter, the
latest shareholding patterns show, as the IT sector grapples
with global economic uncertainty. Foreign institutional
investors (FIIs) reduced their stake in Infosys, India's
second-largest software services firm, to 33.43 percent in
the June quarter from 35.08 percent in the previous quarter.
This marks the second consecutive quarter that FIIs reduced
stake in the Bengaluru-based company. Sharing its June
quarter earnings, Infosys slashed its revenue guidance for
FY24 to 1-3.5 percent from 4-7 percent amid a challenging
demand environment. FII holdings in Tata Consultancy
Services (TCS), the country's largest software exporter,
fell to 12.46 percent in the June quarter from 12.72
percent, the eleventh consecutive quarter of sell-offs by
foreign investors.

Telecoms to record modest growth in Q1
as disruptive phase behind; Reliance Jio, Airtel well
positioned
Indian telecom firms are expected to record modest growth in
the first quarter of FY24 owing to stable tariffs and the
assumption of further improvement in subscriber mix. EBITDA
is also seen to pick up although at a single-digit growth
level, meanwhile, ARPU may see a gradual upside. Giants like
Reliance Jio and Bharti Airtel are well-placed for a healthy
quarter with sales seen to rise by double-digit
year-on-year. Kunal Vora - Head India Equity Research, BNP
Paribas in his report said, "With stable tariffs for over a
year now, we expect the Indian telecom industry revenue
growth to moderate to 8- 9% y-y in 1QFY24, assuming an
improving subscriber mix as more customers adopt 4G

Telecom PLI: Companies clock Rs 6,911
crore exports till May 2023
Companies under the Production Linked Incentive scheme for
local manufacturing of telecom and networking products have
done exports worth Rs 6,911 crore till May 2023, Parliament
was informed on Wednesday. Production Linked Incentive
scheme was launched on February 24, 2021, to promote
domestic manufacturing of specified telecom and networking
products, including 4G, 5G products and also design-led
manufacturing in the country. He said the number of 5G Base
Transceiver Stations (BTSs) by various telecom service
providers totalled 2.81 lakh as of July 7, 2023. Chauhan
also shared the operator-wise data for the same, which
showed Airtel had 53,223 5G BTSs, Reliance Jio (2.28 lakh)
and Vodafone Idea (36).

Centre's Rs 89,000-cr revival package for BSNL faces flak on
Twitter
The Union Cabinet on Wednesday approved the third revival
package for BSNL with a total outlay of Rs 89,047 crore,
which instantly triggered outrage among Twitter users, who
said the whole exercise is a "sheer waste of taxpayer
money". The package includes allotment of 4G and 5G spectrum
for BSNL through equity infusion, an official statement
said. The package comprises allotment of premium wireless
frequencies 700 MHz band spectrum worth Rs 46,338.6 crore;
70 MHz of frequencies in 3300 MHz band worth Rs 26,184.2
crore; frequencies in 26 GHz band worth Rs 6,564.93 crore;
in 2500 MHz band worth Rs 9,428.2 crore and Rs 531.89 crore
for miscellaneous items. Also, the authorised capital of
BSNL will be increased from Rs 1.5 lakh crore to Rs 2.1 lakh
crore.

Electric vehicle policy boosts sales
to record high in Chhattisgarh
The Chhattisgarh government’s policy for electric vehicles (EVs)
has helped the state register more than 100 per cent growth
in sales in the last one year compared to the vehicles sold
in a decade, senior officials have said. Chhattisgarh
transport department officials have attributed the state's
EV policy for the push. The policy, which was introduced in
July last year, aims at making the state an EV manufacturing
hub, creating employment, and reducing environmental
degradation. According to data received from the transport
department, the number of EVs sold over the past decade till
July 2022 stood at 33,922. “From July 2022 to July 2023,
35,740 vehicles were sold in Chhattisgarh,” one of the
senior officials said. This took the number of EVs
registered in the state to 69,662, which is a surge of
105.36 per cent compared to July 2022.

Chennai Metro Rail plans to bring in more electric vehicles
to several stations to boost its last-mile connectivity.
Though this plan has been in the pipeline for a long time
now, it is likely that it will finally become a reality.
According to officials of Chennai Metro Rail Ltd. (CMRL),
after a surge in the number of travellers in the past couple
of weeks after introducing electric autorickshaws and
minibuses in select stations, they have become more serious
about adding last-mile connectivity vehicles now. Little
Mount, Alandur, Thirumangalam, Chennai airport, Tiruvottiyur,
Government Estate, Koyambedu and Shenoy Nagar are some of
the stations from where the Metropolitan Transport
Corporation (MTC) operates minibuses.

India to acquire 97 new drones under
'Make in India' programme
In a major push for the 'Make in India' programme of the
Union government, Indian armed forces are all set to procure
97 new highly capable drones under a joint acquisition plan,
senior government sources informed India Today on Monday.
The cost of the programme is expected to be more than ten
thousand crore rupees. A proposal in this regard is expected
to be taken up for clearance by the Defence Ministry in the
near future, senior government sources added. According to
senior government officials, the procurement process of 97
drones is based on the same process that was adopted during
the acquisition of 31 Predators drones, whose proposal was
processed by the Integrated Defence Staff as a joint
acquisition.

Nod for high-performance multi-role
chopper engine by early 2024; safran, hal to set up firm in

Design of the Indian Multi-Role Helicopter being developed
by Hindustan Aeronautics. The project sanction for the
Indian Multi-Role Helicopter (IMRH), being developed by
Hindustan Aeronautics Ltd. (HAL), is expected within this
financial year, defence sources said. Meanwhile, Safran
Helicopter Engines and HAL have decided to set up their new
joint venture company in Bengaluru, which will be dedicated
to the “design, development, production, sales and support
of helicopter engines” with the focus first on the IMRH, the
French company announced. The IMRH, expected to be ready by
the end of this decade, is meant to replace the Mi-17s in
service and will also have a naval version, the Deck Based
Multi-Role Helicopter (DBMRH).

Skyhawk aerospace reveals pushpak and
c35-e uavs
India-based
Skyhawk Aerospace showcased its indigenously designed
fixed-wing vertical take-off and landing (VTOL) multirole
Pushpak and C35-E unmanned aerial vehicles (UAVs) at the 4th
Drone International Expo held in Delhi on 26 and 27 July.
The Pushpak is a tactical UAV designed to conduct
high-altitude cargo operations. The UAV features a skid
landing gear system and can fly up to a maximum altitude of
5,700 m in what company CEO Jayesh A described as “near gale
conditions” and at temperatures between -30° C and +55° C.
The design of the Pushpak includes shoulder-mounted
moderately tapered straight wings spanning a length of 6.28
m, a twin-boom-mounted tail that has vertical stabilisers
joined by a horizontal stabiliser at the top, and a hook
placed beneath the fuselage near the wing section to carry
the cargo.

India Premium Smartphone Segment Grows
112% YoY in Q2 2023: India Now Among Apple’s Top 5 Markets
India’s smartphone shipments declined 3% YoY in Q2 2023
(April-June), according to the latest research from
Counterpoint’s Monthly India Smartphone Tracker. Though this
decline was the fourth consecutive quarterly decline, its
magnitude reduced significantly, from 19% in Q1 to 3% in Q2.
Base effect, pent-up demand and improving macroeconomic
conditions helped the market close at less than the expected
decline. However, the premium smartphone segment presented a
different picture, growing 112% YoY in Q2 to contribute a
record 17% to the overall shipments. 5G smartphone growth:
In Q2 2023, 5G smartphone shipments in India crossed the
100-million cumulative mark as 5G upgrades picked up pace
driven by the expansion of 5G networks and availability of
affordable devices. 5G smartphone shipments grew 59% YoY
during the quarter.

Sony India aims 40% growth in audio
business in FY24
Sony India plans a 40% YoY growth in its audio business,
fuelled by rising demand for high-end headphones, soundbars
and earphones-and-headphones in the personal audio products
categories. The company receives around 20% of its sales
revenue from audio and expects its contribution to rise with
the premium market in the segment growing at a high rate,
the managing director said. Sony India, which aims to be the
dominant premium audio brand here, gets around 20 per cent
of its sales revenue from the audio business and expects its
contribution to become higher in the coming years.

Delayed Payments, Heavy Debt: Indian
MSMEs Fighting A Long Battle
Access to long-term credit, delayed payments and heavy debt
are the problems that India's micro, small and medium
enterprises (MSMEs) deal with every single day, especially
after the deadly Covid-19 pandemic and the negative impact
Russia- Ukraine war. In the last two years, Indian MSME
credit demand has grown 1.7 times and non-banking financial
companies (NBFCs) alone witnessed a two times demand in the
same period. The current credit exposure of the MSME sector
is Rs 22.6 lakh crore, a 12.3 per cent year-on-year (YoY)
growth. The outstanding MSME advances of 12 public sector
banks (PSBs) have jumped from Rs 9.28 lakh crores in FY20 to
Rs 11.48 lakh crore in FY23. Notably, a joint report by
Assocham and Crisil showed that bad loans of Indian banks
will decrease by one percentage point in this financial year
but bad loans in the MSME industry could rise to
double-digit levels.
